- ***THIS IS NOT A REQUEST FOR PROPOSAL*** The General Services Administration (GSA), Federal Systems Integration and Management Center (FEDSIM) Division in General Services Administration (GSA), Federal Acquisition Service (FAS), has analyzed the benefits of consolidating two procurement actions, one Task Order (TO) and one contract, into one TO for the Support for Quality Acquisition and Training (SQuAT) requirement. They have found the consolidation necessary and justified.� The benefits exceed the requirement per Federal Acquisition Regulation (FAR) 7.107-2(d). In addition to the significant quantified cost savings, the TO will benefit from increased efficiency, communication, coordination, and performance. The primary purpose of the anticipated TO is to provide FEDSIM with professional management consulting services to enable delivery of quality assisted acquisition, project management, and financial support services to its growing client base as demands continue to increase. The contractor�s subject matter expertise acquired will also assist FEDSIM with maintaining internal processes, quality operations and performance of procurement activities, the fiscal governance of contracts, strategically informing business decisions using data analytics, and developing and maintaining training assets. The period of performance will be a 12-month base period with four, 12-month option periods. The Government anticipates awarding a Hybrid Labor Hour (LH) and Time and Materials (T&M) TO, GSA Multiple Award Schedule (MAS) small business set-aside. Although it is anticipated that this TO will be awarded to a Small Business (SB) concern, there may be little negative impact to SBs. The cost savings and other benefits that will be realized because of this consolidated TO outweigh any potential negative impacts to SB. In addition, the Government reserves the right to further set-aside this requirement for specific small business socio-economic categories if determined practical.
