Description
REQUEST FOR INFORMATION (RFI), MOSQUITO CREEK RIPRAP EXTENSION 1. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Solicitation or a promise to issue a Contract in the future. This request for information does not commit the Government to contract for any supplies or services whatsoever. Furthermore, the U.S. Army Corps of Engineers (USACE), Pittsburgh District is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that USACE Pittsburgh District will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP) or Invitation for Bid (IFB), if any is issued. If a solicitation is released, it will be synopsized and solicited on the SAM.gov website. It is the responsibility of the potential offerors to monitor that site for additional information pertaining to this requirement. USACE Pittsburgh District reserves the right to accept, reject, or use without obligation or compensation any information submitted in response to this RFI.� Information clearly identified as proprietary will be treated as such.� USACE Pittsburgh District will not pay for any information or administrative cost incurred in response to this RFI. 2. USACE Pittsburgh District is seeking information that may result in creating: new methods; new applications of existing methods; and/or improvements in the accuracy of existing methods.� USACE Pittsburgh District is also soliciting information to determine the availability of capable contractors that can install riprap stone along the face of an existing upstream dam embankment. � 3. Questions regarding this announcement shall be directed to Connie Ferguson, Contract Specialist, via e-mail at Connie.L.Ferguson@usace.army.mil . 4. Scope of work: The U.S. Army Corps of Engineers, Pittsburgh District, is seeking information to assist in creating contract documents to extend the upstream riprap at the Mosquito Creek Dam, Cortland, Ohio.� The existing riprap extends from the upstream toe of the embankment partially up the slope.� The remainder of the slope is grass covered.� The government intends to remove the existing vegetation protection and extend the riprap on the upstream slope to the embankment crest.� There are three potential work areas identified approximately 6,000 ft in total length (Phase I: 1700 LF, Phase II: 1750 LF and Phase III: 2600 LF) (Figure 1).� The government intends for a future contract to include one or more of these phases.� Ohio Route 305 runs along the dam crest.� Features of this work will include site development and preparation, placement of filter material (aggregate) and riprap stone, which will be keyed into the upstream dam embankment. During construction the contractor may be expected to: Procure and deliver aggregate filter and riprap materials in sufficient quantities and frequency to prevent delays.� Work around and under the intake tower access bridge, including removal of vegetation and upper soil fill and placing filter and riprap materials. Place filter and riprap around existing utility poles Work around flowable fill used to backfill voids during previous removal of utility poles Preserve the integrity of existing dam monitoring instrumentation (piezometers, settlement and alignment pins) along the upstream face and crest of the dam Excavate and dispose of some of dam embankment materials for toe key and vegetated upstream dam facing Extend an existing culvert located within the proposed work area A potential contractor laydown area has been identified between the USACE maintenance building and Ohio Route 305 (Figures 2 through 6).� Current proposed site access is by Ohio Route�305. 5.� Responses to this RFI are requested no later than 31 January 2022 via e-mail to Connie Ferguson, Contract Specialist, at Connie.L.Ferguson@usace.army.mil . 6.� Reference photos for this RFI are provided as Attachment - MOS US Riprap Extension RFI Figures. 7. The government is seeking input from contractors to assist with development of contract documents. Questions: � � �1.���� Will the laydown area identified in the maintenance area be sufficient (Figures 2 through 6)? � � �2.���� Is the current maintenance road sufficient for access to laydown area (Figures 7 and 8)? � � �3.���� What would be the preferred approach to performing the work: from the road or build bench?� � � �4.���� Is it preferred that one or both lanes of Ohio Route 305 be shut down, and/or the road detoured? � � �5.���� Are there concerns with availability of potential sources of aggregate and riprap material given the large volumes expected in this contract? � � �6.���� What is the preferred method and equipment to access the area under and adjacent to the intake tower bridge to place the material (Figures 9 through 12)? � � �7.���� From your experience what is the general production rate(s) for keying and placement of the aggregate and riprap? � � �8.���� What are the time constraints to performing the work: Equipment, personnel, permitting, materials, surveying, other? 8.� To determine the availability of capable contractors that can install riprap stone along the face of an existing upstream dam embankment USACE Pittsburgh District is asking that contractors provide the following information. � � �1.���� Company/firm name and address � � �2.���� Company/firm point of contact, telephone number and email address � � �3.���� Company/firm cage code � � �4.���� Company/firm business size, to include designation as large business, small business, HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business or Women-Owned Business. � � 5.���� Submit a narrative demonstrating their specialized experience in similar type contracts and past performance. Capability statements should include, bonding capacity, bonding availability, details of similar projects and the completion dates, and contract amounts for the similar projects listed.� � � �
