Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following supply: Police Radio Console for the Boise, ID VAMC. The Contractor shall furnish all necessary labor, supervision, materials, supplies, tools, equipment and transportation to perform installation of this supply in accordance with the specifications outlined in this contract. Brand Name or Equal to: Equivalent to an Avtech Scout E8 Tier 1 The VA Police would like to request a computer dispatch radio console to be used for daily and emergency situations. This console will need to operate in a system with no less than eight P25 compliant radios. The console must be able to be connected and operate several dual band and quad band consolette radios. This console must be fully functional with the Ada County Sheriffs Office radio system and Idaho State radio system which operate on a Motorola system. The console will need to have the following abilities. Continuously monitor and transmit on six or more VHF/UHF/700/800/900 channels/talkgroups Display unit IDs/alias for radios transmitting on VHF/UHF/700/800/900. The unit must have its own unique alias and identifier Have four speakers to monitor several channels/talkgroups at a time Include a computer, keyboard, monitor, and mouse to operate the console Ability to have three or more patches simultaneously using a combination of VHF/UHF/700/800/900 channels/talkgroups Must have the same functionality of having no less than an eight port short-haul combiner Send call alerts to portable radios Receive call alerts from portable radios Send text messages between the console and portable radios Send group text messages between the console and portable radios Receive and display emergency alerts from portable radios Operate as a self-contained unit and not depend on any other computer or system Include end points that support trunking Operate on a trunked radio system P25 trunking talk group call P25 trunking announcement group call P25 trunking individual emergency call P25 trunking individual call P25 trunking system wide call Smartzone Operation AES and ADP Encryption Multikey Console must keep a log of prior transmissions received and from what radio Console must have instant recall of prior radio traffic Console operator must be able to replay last transmission received Smartzone Operation Conventional PTT call Conventional P25 emergency call Conventional P25 MDC1200 emergency call Conventional P25 voice selective call Conventional MDC1200 voice selective call Simple analog conventional resource Must have the ability to perform the following tasks: have individual resource volume control, repeat control (trunking and conventional), transmit mode control (trunking and conventional), system access priority select (normal/tactical), frequency selection control (conventional), PL selection control (conventional) Capable of AES, DES-OFB and ADP algorithms UHF/VHF/700/800/900MHz capable Smartzone Operation Digital CAI Operation P25 9600 Baud Trunking Smartzone Omnilink Multikey RX/TX user aliases on UHF/VHF/700/800/900 Powered by AC power Cabinet for radios and hardware to be mounted in Antennas and cabling needed for the entire system to operate with quad band P25 consolettes radios. (equivalent to Motorola APX consolette radios) Include a gooseneck microphone with noise cancellation Headset jack box, footswitch, and headset with ear cushions and flexible microphone All switches, wires, cables, gateways, connectors, transformers, and all other equipment accessories for the system to be installed and operate Potential candidates having the capabilities necessary to provide the above stated equipment with installation are invited to respond to this Sources Sought Notice via e-mail to Jeffrey Hansen at jeffrey.hansen2@va.gov no later than 10 June 2022, 5 PM Pacific. No telephone inquiries will be accepted. RESPONSES SHOULD INCLUDE THE FOLLOWING INFORMATION: company name, address, and business size; point of contact name, phone number, and e-mail address; capability statement and if the services are available on a current GSA Federal Supply Schedule contract. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government may or may not issue a solicitation as a result of this announcement. There is no solicitation available at this time.
