Description
The purpose of the Honduras Local Governance (HLG) Activity is to improve basic service provision systems in the education, health, and security among other sectors, including management systems for quality and access, through increased citizen influence and governance, therefore reducing irregular migration. This includes strengthening government functions at the national, subnational, and local levels, where basic services are delivered and where Honduran citizens interact with their government. Pursuant to the delegated authority set out in ADS 103.3.1.b, on September 21, 2021, the Acting Assistant Administrator for the USAID/LAC Bureau, determined that, in accordance with AIDAR 706.302-70(b)(3)(i), compliance with full and open competition procedures to increase the TEC and extend the period of performance of this award would impair foreign assistance objectives and would be inconsistent with the fulfillment of the Bureau for Latin America and the Caribbean foreign assistance mandate.�In summary, this Justification and Approval for Other than Full and Open Competition (J&A) for Total Estimated Cost (TEC) increase and time extension responds to the new 2020-2025 Honduras Country Development and Cooperation Strategy (CDCS). It will enable the Activity to scale up and address the RCS immediately and it would reach a larger number of activity stakeholders and partners and a larger geographic footprint for our interventions based on the new CDCS. Additionally, it will allow the contractor to continue assisting in increased service delivery and expand its technical assistance to new municipalities that are critical due to high out-migration, further support returned migrants, reducing their desire to migrate again, support internally displaced persons, and create local employment development, creating jobs and reviving the economy.
