- Presolicitation Notice of Intent to Sole Source Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Veteran s Administration (VA) Office of Research and Development, Regional Procurement Office East in Pittsburgh, PA intends to negotiate on a sole source basis with the University of Minnesota on behalf of the Minneapolis VA Health Care System. The requirement is to provide a summer research program to undergraduate and graduate students. The vendor shall provide salary compensation, travel compensation, and housing at the University of Minnesota s student housing. The specific work to be performed includes: SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Description of Tasks and Associated Deliverables: The contractor shall provide the specific deliverables described below. Project 1: Deliverable 1: Pay Participants The vendor shall provide compensation for undergraduate student-level and graduate student-level participants of the summer research program. Deliverable 2: Pay Housing The vendor shall pay housing for three participants of the summer research program. Deliverable 3: Pay Travel The vendor shall pay travel expenses to three participants of the summer research program. DELIVERABLE DATE 1 Planning as needed 1 Work Plan as needed 2 Completion Maximum of 365 days after award SCHEDULE OF DELIVERABLES The vendor s detailed work plan dates will serve as the schedule of delivery for each deliverable specified. REPORTING REQUIREMENTS The vendor shall provide Minneapolis VA with a minimum of one written progress report per month, unless otherwise requested by Minneapolis VA. The progress report shall cover all work completed during the performance period and shall also identify any problems that arose and a statement explaining how the problem was resolved. This report shall also identify and explain any problems that have arisen but have not been completely resolved. GOVERNMENT RESPONSIBILITIES Government shall provide information to help develop designated topics and shall make available appropriate VA contacts as required by the work plan. The government shall complete, and release required reviews and approvals in a timely manner and in accordance with the work plan. PERIOD OF PERFORMANCE. Base period: 06/05/2022 08/13/2022 TYPE OF CONTRACT. Firm Fixed Price contract will be issued for this effort. The Contractor shall support this effort at the contractor's facility at the University of Minnesota, 100 Church Street, SE, Minneapolis, NN 55455. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the contracting office no later than Tuesday, May 31, 2022, (10:00 AM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Contracting Officer.
