- Description
- The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with BAE Systems Information Technology LLC, using the procedures in FAR Part 13, to provide SOCET Set and SOCET GXP Software.� This software is used by the National Geodetic Survey in NOAA�s Remote Sensing Division for surveying and mapping of the National Shoreline and to support the FAA obstruction survey program.� BAE SOCET GXP provides a unique set of photogrammetric mapping tools, that conforms with NOAA�s specialized 3D mapping environment, allowing NOAA to use a mix of film based or digital cameras, LIDAR, or multispectral sensors datasets. SOCET GXP allows real time 3D visualization of coastlines, and FAA obstructions and airspaces, allowing NOAA to accurately assess, and map coastlines and obstructions in 3D. SOCET GXP also provides rapid and accurate aero triangulation, and specific feature extraction tools needed to map coastlines. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. Period of Performance is July 1, 2022 � June 30, 2023. The North American Industry Classification Code (NAICS) for this acquisition is 511210, Software Publishers with a business size standard of $41.5 Million.� ��� This is not a solicitation for competitive quotes, nor will one be posted on SAM.Gov. Although a determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Wendy Culbreth, wendy.culbreth@noaa.gov.� All electronic correspondence shall have the subject line read: 1305L222QNCNL0803 - BAE SOCET Set and SOCET GXP Software All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 4:00 PM EST on June 11, 2022.� The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.� The Notice of Intent to Award a Sole-Source Contract will remain open from 05/27/2022 to 06/11/2022.
