- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with Micromeritics Instrument Corporation, of Norcross, GA, under the authority of 41 U.S.C. 3304(a)(1); Federal Acquisition Regulation (FAR) 13.106(b)(1)(a) for Micromeritics ASAP 2020+ maintenance and calibration services for a total period of three years, options included. Background Information and Basis for Sole Source The Materials and Structural Systems Division�s (MSSD) Infrastructure Materials Group within NIST�s Engineering Laboratory with the cooperation of industry, is performing research to develop a fundamental understanding of the relationship between chemistry, microstructure, performance, and service life of conventional and high-performance concrete and other inorganic building materials. This work involves the synergetic combination of both experimental and computational materials science research. In accordance with these research objectives, the IMG operates a Micromeritics ASAP 2020+. The equipment provides essential data about the surface area of cementitious and non-cementitious materials used in the construction industry. MMSD�s Infrastructure Materials Group requires preventive maintenance and calibration services for the aforementioned equipment so that the instrument may operate without extended interruption and achieve its optimal performance. Micromeritics Instrument Corporation is the only source capable of providing the required services and ensuring that the equipment functions in accordance with the manufacturer�s specifications. Micromeritics has proprietary knowledge of all up-to-date service practices and techniques required to keep the equipment operating in accordance with the manufacturer�s specifications. Micromeritics does not allow any authorized partners or service providers to provide the required services. General Information The North American Classification System (NAICS) code for this requirement is 811219 � Other Electronic and Precision Equipment Repair and Maintenance. The small business size standard is $22.0M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 5:00 p.m. Eastern Time on June 9, 2022, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirement described herein may clearly and unambiguously identify their capability in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via e-mail to Adam Powell at adam.powell@nist.gov. All responses to this notice of intent must be submitted so that they are received at adam.powell@nist.gov no later than the aforementioned due date.
