- NOTICE OF INTENT TO AWARD SINGLE SOURCE:� AMIC Det 2 OL/PKA Contracting Squadron, Patrick AFB, FL intends to negotiate on a sole source basis (IAW FAR 13.106-1(b)) with APRS World, Inc. for a purchase order for 1 each HR3 Wind Turbine that is used by the Air Force Technical Applications Center.�� IAW FAR 5.207(c)(15), APRS World, Inc. is the only source capable of fulfilling the government�s requirement for the HR3 Wind Turbine, as they are the manufacturer of the HR3 family of wind turbines and only sell this particular product family and spare parts directly to the end user.� APRS World is the owner of all proprietary intellectual property related to the HR3 Wind Turbine.� Although Northern Power and Black Island Turbines have also manufactured the HR3 wind turbine, APRS World holds all tooling, test equipment, and spare parts for the HR3 Wind Turbine.� Neither of the previous manufacturers retain rights to manufacture nor maintain inventory of parts to build the HR3 Wind Turbine.� There are no set-aside restrictions for this requirement.� The intended procurement will be classified under the North American Industry Classification System (NAICS) 333611with a Small Business Size Standard of 1500 employees.� This notice of intent is not a request for competitive proposals.� However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same item.� All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. �All responses shall be submitted only by email as a Microsoft Office Work, Microsoft Excel, or Adobe PDF attachment �by 11:00AM EDT, 13 June 2022, shall be considered by the Government.� A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
