Questions received for Medical-Grade Bulk Oxygen Solicitation 36C24222Q0672: Question 1: Is 7/1/22 the expected date of commencement for fully servicing the account with product fills into a new tank? I ask because the removal of existing tank (if not customer-owned), lead time and installation of the new bulk tank, reserve, and ancillary equipment will not fall within a one-month window. VA response 1: Yes, 7/1/2022 is the start date. Since, the VA owns the tanks and will not be switching to new tanks, no removal is need. Please see section 2 Government-Furnished Property of the solicitation. Question 2: Does the VA want offerors to price monthly telemetry monitoring? VA response 2: No. Tank level readings are manually checked and recorded three (3) times a day. Question 3: When was the most recent annual inspection on the GFE tanks? VA response 3: Inspections were done by an independent third-party medical gas inspection this year. Question 4: What is attachment D.1 which is referenced in the solicitation? VA response 4: The section was erroneous omitted. Please see section D.1 at the end of the questions. This is only to be completed once award has been made. Question 5: What is the Government s rationale for maximum 5-page state demonstrating technical capability to meet all requirement in the Statement of Work ? VA response 5: The Government considers maximum 5-page description to be adequate for interested parties to effectively convey their capabilities. Question 5: Will the Government consider seven (7) ordering periods versus a Base plus four Options? VA response 5: No. The Government does not wish to have ordering periods. Question 6: Are offerors required to be insured? VA response 6: Please see section C.8 Supplemental Insurance Requirements for specific requirements. Question 7: What are the delivery times for Medical-grade Bulk Oxygen? VA response 7: Please see section B.3 of the solicitation for specific instructions and times. D.1 CONTRACT INFORMATION (TO BE COMPLETED AND SUBMITTED TO CO & COR UPON NOTIFICATION OF AWARD) Facility Name Contractor Name Contract Number The medical oxygen system is of critical importance to facilities and patients, and all parties to this agreement recognize the life-threatening nature of failure of the medical oxygen system. Both parties must be promptly notified of changes. Once validated, the facility will post the facility and contractor contact names and numbers on the oxygen tank and at each monitoring point at the facility so that 24/7 supplier staff coverage is assured. In accordance with the Statement of Work, Paragraph 1.7, prior to first filling, in-service training must be provided by contractor. The oxygen level can be replenished by one of the following methods: Number of calendar days after receipt of the Government s order; the specific days of the week for delivery; the specific time intervals between deliveries; a specific reorder point; or other specified ordering and delivery methods may be arranged such as: pre-scheduled deliveries; calling for tank level readings; installing a telemetry unit, etc.; determine time interval (weekly, bi-weekly, monthly); determine time frame (i.e., 10:00 am unless the facility s contact notifies the supplier that replenishment is required sooner than the next scheduled normal refill) List the specific mutually agreed upon ordering and delivery requirements below: A copy of this document signed by both parties shall be forwarded to the Contracting Officer for placement into the above referenced contract file.
