FCC Oakdale has experience issues with late delivery and non-deliver over the past several quarters. Past performance will be equally as important as price when determining best value. As the Contracting Officer I consider this to be a reasonable method as allowed in FAR 13.106-2(3)(ii)(D) Vendors must bid on the entire amount as it is listed.
