- SPECIAL NOTICE TO SOLE SOURCE: The Internal Revenue Service (IRS), Office of Business Solutions Acquisition (OBSA), Treasury Operations Branch, on behalf of the Department of Treasury's Offices of International Affairs (IA) and Markets Room intends to negotiate a sole-source acquisition to Fitch Solutions Inc for their Global Banks and Sovereigns web-based subscription service with a start date of September 1, 2022. Fitch Solutions Global Banks and Sovereigns web-based subscription service provides ratings, debt issuance, financial transactions, and research for public and private banks. This tool would enable both offices to use a primary resource of information that can inform a variety of actions, help answer time-sensitive questions, and identify emerging items or issues of interest regarding banks, credits, and sovereigns. Fitch Solutions Inc has developed and owns the propriety and patented hardware, software, and algorithms that are used in the sought Global Banks and Sovereigns subscription service. Fitch Solutions Inc. provides unparalleled access to a centralized platform for accessing key information covering both national and international banks. A 12-month base period and four (4), 12-month option periods are contemplated for this acquisition. These services are currently in place under 2032H318P00091. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than June 15, 2022, 2:00PM EDT. Responses shall be submitted to Aaron.C.Hill@irs.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. 6. A discussion of your business status, size, and recognized category (e.g. small, 8(a), Woman-owned, etc.) It is your responsibility to demonstrate how your product(s) is capable of providing the same text, scope and information that exists in the Global Banks and Sovereigns web-based subscription service via Fitch Solutions.� The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product cable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
