Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Armed Forces Medical Examiner System (AFMES) to procure Reverse Osmosis Water Purification Clinical Laboratory Reagent Water Testing services as prescribed in FAR 13.106-1(b)(1). Specifically, the Government will procure this from Criterion Laboratories, Inc. Criterion is accredited under the Environmental Protection Agency-National Voluntary Laboratory Accreditation Programs (EPA-NVLAP), which is a third party accreditation for testing and calibration laboratories to participate in response to legislative actions and government requirements to be assessed against the International Standard Organization 17025 (ISO-17025) management and technical requirements. This was requested by the government as AFMES holds ANSI National Accreditation Board-ISO-17025 accreditation and having a company who meets those requirements is essential. Criterion is accredited under the American Industrial Hygiene Association-Laboratory Accreditation program (ALHA) which is a member of the International Laboratory Accreditation Cooperation (ILAC). It accredits laboratories for industrial hygiene testing methods. Accreditation provides a level of confidence that the testing organizations are monitored and assessed by outside agencies to verify they are meeting all international standards. Criterion also holds a Pennsylvania Department of Environmental Protection accreditation. They are accredited to perform drinking water testing, which is a requirement for monitoring the water system at AFMES. Criterion is within a two hour drive from AFMES as the collections must occur on site by the contractor and be tested within the same day. The contractor must be able to transport them in a secured manner that prevents the chance of contamination and allows for essential testing to occur that day or for the samples to arrive at the contractors testing facilities within 2 hours to allow for overnight storage in a refrigerator. Testing for bacterial heterotropic and trace metals if not tested that day, require storage in a refrigerator to prevent false positives from occurring. Therefore, having AFMES staff collect and then ship through USPS, UPS or FedEx is not an option as the boxes get flipped which will introduce contamination events and does not allow for effective testing and storage conditions. Additionally, it enters in an additional uncontrolled point of potential contamination if the tests are outside acceptable limits. Criterion has shown that they can provide sterile collection devices and effectively aseptically collect water samples that have only identified true ROI system contamination and not collection contamination due to improper collection devices or procedures. Due to the need for ultrapure water for performing forensic DNA and forensic toxicological testing on fallen service members, Criterion is the only contractor that meets all of the necessary accreditations and stringent testing/transport requirements. Switching to any other vendor will cost the government time and money if they cannot effectively collect water samples in a non-contaminated manner. False contamination readings will force the AFMES to shut processing down to sterilize the ROI system. This endangers AFMES mission objectives and could lead to failure. Criterion is the only vendor that can perform the water testing that meets all of the Government�s requirements. This announcement fulfills the synopsis requirements under FAR 5.102 (a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source requirement.
