Description
The US Army Corps of Engineers Humphreys Engineer Center (HECSA), is seeking information from industry to determine the capabilites of industy and determine interested sources for a requirement. This is a sources sought notice that is being used for Market Research purposes only. No request for proposals. The Government will not reimburse respondents for any costs incurred to submit a response to this Notice. The Government reserves the right to reject, in whole, or in part, any private sector input as a result of this market survey. The Government is not obligated to inform to notify respondents of the results of this survey. USACE's Institute for Water Resources (IWR) seeks services and support supporting the Mekong River Commission (MRC) in the development of a Shared Vision Planning (SVP) webtool. The MRC is an intergovernmental organization for regional dialogue and cooperation in the Lower Mekong River Basin, established in 1995 based on the Mekong Agreement between member countries - Cambodia, Lao PDR, Thailand and Vietnam. The organization serves as a regional platform for water diplomacy and a knowledge hub of water resources management for the sustainable development of the region. USACE currently has a formalized agreement with the MRC to collaborate on a wide range of water resources management efforts.� The MRC regional office is headquartered in Laos and each member country has their own committee office within their countries� borders.� SVP is a process that requires the collaborative development of a decision support tool � herein referred to as the SVP tool. The SVP tool is designed to support the Mekong River Commission (MRC) Basin Development Strategy (BDS) 2021-2030 at both the national and regional levels.� The tool is being designed to enhance the ability by member countries to integrate and examine data from various MRC databases. The purpose is to provide access to data that facilitates dialogues across sectors and countries and serve as part of the MRC toolkit in support of the Basin Development Plan outcomes. As a result, it is very important to facilitate a collaborative development process of the SVP tool, which ensures the tool is designed for the user needs. This contract will facilitate member country participants the ability to come together, collaborate, provide inputs to the tool�s implementation, and begin using the tool to conduct social, economic, and environmental modeling analysis of principle basin development scenarios. This activity implemented by USACE is part of the US Department of State Mekong US Partnership (MUSP) to promote regional stability and security by strengthening cooperation on shared water ways viable to tens of millions of people in Southeast Asia. It is anticipated a contract will be awarded using Simplified Acquisition Procedures in accordance with FAR Part 13. Interested sources should respond to the questions presented within the announcement to facilitate the Government's market research. The Government will analyze all responses and determine if a pool of qualified and interested small businesses is significant enough to allow for a total or partial small business set-aside. If the pool of small businesses is insufficient the Government may elect to solicit this requirement using full and open competitive procedures. The Government does not intend to rank submissions received in response to this Notice. Submission Requirements: Submissions should not exceed 15 pages, singled spaced, using 12 point font with 1 inch margins, including all appendices, attachments and cover pages. Responses should be submitted in PDF format. Responses should describe the interested party's capabilities to complete the tasks in the attached Performance Work Statement. Oral communications will not be considered.� Responses should include: (1) response to questionnaire (not included in page count); (2) business name and partners (if applicable) and address; (3) name/title of authorized representative; (5) business type (small (socioeconomic category if applicable) or other than small). The North American Industry Classification System (NAICS) code is 541618 -�Other Management Consulting Services. Companies should submit responses no later than 2pm EDT on Tuesday, 7 June 2022 to the Primary POC listed in the Contacts section and CC the Secondary POC.�
