- Description
- The Library of Congress requires contract support to recover data from legacy LTO3 format data tapes and Masstech database server equipment provided under the 1993 PBS (Public Broadcasting Service) collections agreement written using the proprietary Masstech-brand equipment and software format. The Library received the data tapes and database server containing information on the data contained on the data tapes from PBS in 2014.� The Library of Congress, Contract and Grants Directorate, intends to award a sole-source firm fixed price contract to Telestream, LLC to fulfill this requirement. The estimated period of performance is from 9/22/2022 - 9/21/2025.�Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet all the requirements described in the attached Draft Statement of Work. The capability statement must not exceed five (5) double-spaced pages and shall include the following information: 1) Company name, DUNS number, address, point of contact, phone number, and e-mail address 2) Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) 3) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement; and, 4) Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.) Capability statements or comments relating to this Notice of Intent should be directed to Brian Curl, Contract Specialist at bcurl@loc.gov and James Robinson, Contracting Officer at jarobinson@loc.gov . Please indicate in the subject of your e-mail: ""Intent to Sole Source - Telestream Masstech Data Recovery Services"". If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it. In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole source award to Telestream, LLC is posted with this notice. - - - This is a public notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 � Synopsis of Proposed Contract Actions. It is valued at an amount below the simplified acquisition threshold (defined as $250,000 and below), but above $25,000 (the public notice threshold).� � This announcement constitute the only public notice, proposals are not being requested from other parties and a written solicitation will not be issued. This public notice accomplishes the following: � Notice of the LC�s intent to sole source this requirement to the business listed herein; � Synopsizing the requirements in accordance with the FAR; and � Publically posting the approved Justification and Approval (J&A) to the public in advance of the contract award rather than after award. As a result of this, a second posting of the J&A is not required after the award has been made. As a result of this public posting, this shall be the only notice issued. A separate award notice and a separate J&A posting shall not be performed, as all public information is being accomplished via this public notice.
