- NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER. NAVSUP Fleet Logistics Center, San Diego intends to issue sole source award in accordance with Long Wave, Inc; Cage 06SD5, 115 E. California Ave, Suite 400, Oklahoma City, OK This procurement is for a commercial service contact that shall consist Transmit and Receive Enhanced Communication System T-RECS sustainment. T-RECS is a fully accredited serial interface with high speed, full-duplex, multiprotocol capability allowing one operator to simultaneously operate 16 fully independent asynchronous circuits from a single workstation. T-RECS provides the Take Charge and Move Out TACAMO Broadcast Controlling Authorities BCA with the capability to communicate over tactical and non-tactical systems and circuits with both ground and airborne units. There are no known existing program of records that provides this capability. 1.4 Scope: 1.4.1 Contractor shall review and update Plan of Action and Milestones POAM for 9 control families annually, 20 days prior to submission, one control family per month. 1.4.2 Contractor shall update control test results for 9 control families annually, 20 days prior to submission, one control family per month. 1.4.3 Contractor shall prepare and conduct additional Configuration Control Boards for any changes implemented. see PWS for additional scope information The Government intends to solicit and negotiate with only one source under the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304 c1, as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETIVE QUOTES. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available. The NAICS code is 541511 and the applicable size is 16.5 M. Interested parties shall submit information that indicates their ability to satisfy this requirement via email.
