- Description
- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Veeco Process Equipment, Inc of 394 Elizabeth Ave, Somerset, NJ, 08873 for the purchase of an Ion Beam Sputtering System. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures.� The National Institute of Standards and Technology (NIST) and the Boulder Micro-fabrication Facility (BMF) intend to procure an Ion Beam Sputtering (IBS) System. Details for this system can be found below.� Procurement is for one (1) Veeco SPECTOR Dual Ion Beam Optical Deposition System, capable of depositing low loss optical films, including tantalum pentoxide (Ta2O5, hereafter tantala) and meeting the requirements for low optical scattering and absorption loss.� The tool must be able to deposit Ta2O5 films with an optical absorption of less than 10 ppm at 1064 nm with a thickness uniformity of better than 0.5% (range over mean) across a 200 mm sample with a 5 mm edge exclusion zone on an appropriate substrate holder. Research has found that only one (1) company can offer an IBS system that is capable of meeting all specifications, including the low optical absorption loss, as stated above.� The North American Industry Classification System (NAICS) code for this acquisition is 333242 �Semiconductor Machinery Manufacturing, and the size standard is 1,500 Employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 5:00 p.m. Eastern on June 15, 2022. Inquiries will only be accepted via email to forest.crumpler@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
