- Description
- This is a Request for Proposals (RFP) for GeoCarb Access to Space (GCATS) Mission. The overall needs for GCATS are envisioned to include: spacecraft; observatory integration and test; command uplink from the industry-provided Mission Operations Center (MOC); downlink of GeoCarb engineering and science telemetry to the industry-allocated Ground Station(s); delivery of error-checked GeoCarb data to various mission partners; and all related tasks and support needed during the planned GeoCarb Mission (i.e., launch support, in-orbit check-out, and three years of mission operations) and three one-year options for continued mission operations. Notice is hereby provided that access to the drawings and specifications will be limited to offerors certified by Defense Logistics Agency (DLA) Joint Certification Program (JCP). Specifications and Drawings have an Export Determination of EAR 99 and are considered controlled documents. Therefore, download of documents will not be permitted until requesters have been cleared through DLA JCP. All contractors interested in receiving drawings and specifications for this project will have to ensure they have been screened by the DLA JCP by completing a DD Form 2345. To complete the DD Form 2345, go to the website at: https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/SpecificDD2345Instructions.asp If a contractor has been previously screened by DLA, they can verify if their status is still active by utilizing their CAGE code at: https://public.logisticsinformationservice.dla.mil/jcp/search.aspx Requesting copies of export controlled documents for accessing the full solicitation shall be handled through SAM.gov.� Please submit your CAGE code and confirmation of processed DD Form 2345 with your request for access to the controlled documents. It is the offeror's responsibility to monitor this website for the release of updates and amendments to the solicitation. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
