Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both Contract Opportunities (https://sam.gov/) and NECO (http://www.neco.navy.mil/). This solicitation documents and incorporates provisions and clauses in effect through FAC 2022-06 and DFARS Change Notice 20220428. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses https://www.acquisition.gov/browse/index/far and https://www.acq.osd.mil/dpap/dars/dfarspgi/current/. This is a Request for Quotation (RFQ). The solicitation number is N0018922QZ190. The proposed contract action is for commercial Services. This action will result in a firm fixed price contract. The NAICS code is 541840 and the Small Business Standard is $16.5 Million. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Philadelphia Office intends to solicit the required services via full and open competition to all responsible sources. The proposed procurement is for Artificial Intelligence/machine learning tool services for the Commander, Navy Recruiting Command (CNRC) to provide specific data elements that can be used to deliver potential military recruits contact information to Navy Recruiters. This procurement will be competed via full and open competition amongst all responsible sources. All responsible sources may submit a quotation which shall be considered by the agency; however, only quotes meeting the CNRC�s minimum requirements in accordance with the Performance Work Statement (PWS) will be considered for award. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered; all responses from responsible sources will be fully considered. As a part of their submission, quoters shall provide pricing information: Line Items and Delivery/Performance Information: The approximate period of performance is six (6) weeks from contract award. The intended line item(s)will be as follows: CLIN Description Quantity 01 AI Recruiting Support - FFP 1 Lot FOB Destination applies. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. A Government point of contact for delivery will be determined prior to award. Clauses and Provisions: The following provisions and clauses apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Quoters are advised to include a completed copy of the provision at FAR 52.212-3, Offerors representations and Certifications - Commercial Items. See the attached document for additional contract clauses and contract requirements determined by the contracting officer to be necessary for this acquisition and consistent with customer commercial practices. System for Award Management (SAM): Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at https://sam.gov/. Interested parties are encouraged to furnish information. No documents submitted will be returned. By submitting capability information, the contract is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Additional contract requirements and terms and conditions determined by the contracting officer to be necessary for this acquisition are provided in the attach documentation. This solicitation will close 3:00PM EST (local, Philadelphia time) on 15 June 2022.
