Please note the due time of this solicitation was incorrectly posted as 6/16/22 12:00 AM EDT.� The correct time is 12:00 PM EDT as noted on the solicitation attached to the posting.�� __________________________________________________________________ Amendment 0002 updates this solicitation with updated documents as noted in the amendment attached.� All changes are just reflecting the changes to coincide with the questions and answers posted in Amendment 0001.� The added attachments include Amendment 0002, and a SOW, QASP and Solicitaiton, all dated 5/31/2022.� The changes are outlined on Amendment 0002. ___________________________________________________________________ Amendment 0001 updates this solicitaiton with answers to the submitted questions. ___________________________________________________________________ The pre-solicitation notice associated with this solicitation was posted on�March 3, 2022.� The Request for Proposal (RFP) number is 70FA2022R00000002.� This solicitation is only available at www.SAM.gov. This solicitation is for armed security guard services for the Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA) / Center for Domestic Preparedness (CDP) and its facilities located in Anniston, AL.� The Acquisition Operations Division/Preparedness Section located in Emmitsburg, MD, intends to award a firm fixed price contract award under the authority of FAR Part 12.�� The Center for Domestic Preparedness is a national training facility located in Anniston, Alabama, that prepares state and local emergency response personnel to respond to all hazards, including terrorist attacks using weapons of mass destruction by providing advanced, hands on training. This national training program was developed for state, local, tribal, Federal, private sector and international responders from Fire Service, Law Enforcement, Emergency Medical Services, Emergency Management, HazMat, Public Health, Healthcare, Public Communications, Public Works and Government Administrative and other emergency response personnel, their trainers and supervisors.� Training courses provided by the CDP provide specific knowledge and expertise for deterrence, prevention and response to Weapons of Mass Destruction (WMD) incidents. The intention of this requirement is to obtain contracted armed security guard services to support Department of Homeland Security/Federal Emergency Management Agency /National Preparedness Directorate/National Training and Education Directorate/Center for Domestic Preparedness. The contractor shall provide all security guard services as identified in the statement of work. The objective of this procurement is to obtain reliable, efficient and effective services by applying a sound management and technical approach that will provide the best value and meet the objectives described in the statement of work.� The contractor shall provide properly qualified, trained, licensed, armed and certified personnel, their uniforms, equipment, tools, materials, supervision and other items and services except such equipment and supplies as provided by the Government necessary to: (1) plan for, and (2) provide continuous (twenty-four (24) hours per day, seven (7) days per week) static post and roving patrol armed security services to protect the CDP personnel and properties. The contractor must also plan for and participate in site security surveys and inspections, provide operation and monitoring of the CDP security CCTV, IDS, access control, and fire alarm systems, and participate in planning for and execution of CDP and COBRATF Emergency Response Exercise (ERP) actions.� In performing these functions the contractor shall provide all labor, supervision, administration, and equipment unless specifically identified as Government furnished.� There is a solicitation and 9 attachments, as outlined in Section D of the solicitation. This is an 8(a) set aside competitive acquisition�using FAR Part 12 procedures.� A firm fixed price contract award is anticipated.� Award shall be based on best value to the Government using trade-offs.� The Period of Performance will be one month of transition followed by 11 months of service for the base period.� The contract will include four 12-month options.� The anticipated transition start date is August 26, 2022, with a full performance start date of September 26, 2022. �Any responsible 8(a) offeror may respond to this solicitation. The NAICS code is 561612- Security Guards and Patrol Services.�� The Small Business Size Standard for this NAICS is $22.0 million. The incumbent contractor for this requirement is APSI-CENTERRA JV LLC, 110 W. 38TH AVE STE 200F, Anchorage, AK 99503 under contract number HSFE20-17-C-0203 with a total value of $19,225,741.71 for a base year and four (4) one-year options (total of 5 years). A Request for Information (RFI) was previously posted on SAM.gov on October 21, 2022, for this requirement. The Advanced Acquisition Plan (AAP) number is 2021055877, which was posted to the Acquisition Planning Forecast System (http://apfs.dhs.gov/). All offerors must be certified by the Small Business Association as an 8(a) small business. Please ensure to review the entire solicitation and provide all appropriate responses and documentation as outlined in Section E.� All questions shall be submitted no later than 4:00 p.m. (Eastern Time), May 17, 2022, by e-mail to Laura Harshbarger, Contract Specialist, e-mail address: laura.harshbarger@fema.dhs.gov and Gary Topper, Contracting Officer gary.topper@fema.dhs.gov. �It is encouraged to submit questions as soon as possible and questions will be answers as soon as possible after submittal.� No phone calls accepted. However, for interested offerors, a Power Point/slide presentation/pictures is provided to assist offerors in the understanding of the requirements and tasks in the SOW. Proposals are due no later than 12:00 p.m. (Eastern Time), June 16, 2012.
