- Building 260 Steam Plant Upgrades at Hill AFB Solicitation # W9123822R0007 This requirement is a two-phase Design-Build Request for Proposal (RFP) with the intent of awarding a Firm-Fixed Price construction contract for Building 260 Steam Plant Upgrades at Hill AFB.� � Competition in this procurement is only for the selected Offerors, that were invited to participate in Phase Two.� � Project Description: The Contractor shall perform improvements and repair of boilers in Building 260 (B260) Hill AFB project.� This project will include the replacement of eight existing boilers in B260 with new dual-fuel (natural gas/fuel oil) boilers that meet BACT. This option will require phasing the boiler replacement in the existing plants to maintain steam production for the existing load. The existing buildings will require new wall openings and an emergency boiler to maintain �N+1� boiler redundancy in the plants. The boilers in B260 will be replaced with five new 50 million Btu/hour (MMBH) boilers. The boilers will achieve ultra-low oxides of nitrogen (NOx) emissions of 9 parts per million (ppm). The existing boiler fuel oil underground storage tanks (USTs) in both buildings will be removed and replaced with aboveground storage tanks (AST), which are sized for seven days of storage during peak heating season. The existing buildings will have seismic retrofitting and supporting equipment (deaerator, pumps, etc.) upgraded. This will be a DB contract. In accordance with DFARS 236.204(ii) the estimated magnitude of construction is expected to be Between $25,000,000.00 and $100,000,000.00.� The NAICS Code is 236220 - Commercial and Institutional Building Construction. The size standard is $39.5M. The Product Service Code is Z2NB � Repair or Alteration of Heating and Cooling Plants.� This solicitation will proceed as a 100% Small Business Set Aside.��
