- RFI #4: For line item 0015 page 6 of amendment 0001 it states that it is lenses only. This is understandable, but it has glass, Plastic CR-39, Polycarbonate and Hi-Index all on the same line. Those items require different prices per each material. How would you like the pricing broken down per material? Answer: The line item will not be broken down per material. The expectation is that line item 0015 will have one unit price. RFI #5: When Hi Index is referenced which Hi Index are you referring to 1.56, 1.60, 1.67 etc ? Answer: This is based on provider preference on prescription. High Index is generally between 1.53 and 1.74. The default or standard-level hi-index material is 1.56 (Polycarb). RFI #6: Will the contractor play any role in the management of optician services or will all opticians be employed by the VA? Answer: The contractor will not play a role in the management of optician services. The opticians are VA employees. RFI #7: If opticians will be employees of the contractor will veteran paid upgrades be permitted? Answer: Opticians will not be employees of the contactor. RFI #8: How many opticians are located at each location? Answer: Opticians will not be employees of the contractor. This question is not applicable to this procurement. RFI #9: Please confirm that offerors can provide or equal items to any brand name product requested in the solicitation and subsequent contract (including but not limited to Section 5.2e Progressive Lenses). Answer: Confirmed, or equal items can be provided. RFI #10: Please confirm that no Technical Proposal is required. Answer: Please see page 101 102 as to what is required for proposal submission. RFI #11: Please confirm the quantities on CLIN 3005-3014, they appear to be shifted and do not match the other option years quantities. Answer: Please see the included revised pricing schedule. Please utilize this for proposal purposes. RFI #12: Will the VA consider adding the Requirements Clause (FAR 52.216-21) to the contract, in order add as much consistency in standards of patient care as possible, across the term of the contract? Answer: No, the requirements clause will not be added to the solicitation/contract. RFI #13: Does 52.225-1, Buy American Supplies (JAN 2021) (41 U.S.C. chapter 83) apply to the solicitation? Please confirm. Answer: No, the prescription for this clause is use in solicitations/contracts over micro-purchase threshold, but not exceeding $25,000. 52.225 5, Trade Agreements (JUL 2020) (DEVIATION) (19 U.S.C. 2501) applies to this solicitation.
