- This combined synopsis/solicitation for commercial items is prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number W913E522Q0015 is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 334516-Analytical Laboratory Instrument Manufacturing was determined to best represent this requirement. Small business size standard is 1000 employees. The United States Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research & Engineering Laboratory (CRREL)�s Force Projection & Sustainment Branch (FPSB) has a requirement for one (1) Differential Scanning Calorimeter (DSC) for studying phase transitions of materials at cold temperatures. The required specifications are listed below. The ability to perform measurements over the temperature range -180 C to +700 C.� Supply voltage: This ability must be achieved by a LN2 multimode cooling system with capability -180 C to +700 C. A compressor cooling system for the temperature range -85 to +600 C.� Supply voltage with a sensitivity of 3.5 uV/mW and a heating range of 0.001 to 200 K/min An integrated furnace power supply An integrated system controller for data acquisition, temperature control, gas flow control, and cooling system. Must include a set of standard samples for calibration measurements heat capacity, with purity certificate (for weldable aluminum crucibles). Must include a calibration sample kit with 6 substances for DSC calibration of enthalpy and temperature from -70 to 500 C, in a foam lined case with certificate of compliance. Must include 288 pans and lids A mechanical press for cold welding crucibles A toolkit for pressure tight cold welding of pans Must include an automatic sample changer accessory for up to 2x96 samples with purging device to protect samples from contact with the environment and humidity. Automatic sample changer must be integrated with software. Software and user interface The system must come with all connection cables and supply tubing. Must include an uninterrupted power supply that can supply the entire system for 20 min in the event of loss of electricity on site. Full user manual Installation and training Installation and shipping must be included in the quote. Delivery: FOB Destination to 72 Lyme Road, Hanover, NH 03755 Please reference the attached RFQ for instructions and applicable provisions and clauses.� The Government intends to award a firm fixed-price contract resulting from this solicitation to the lowest price technically acceptable (LPTA) responsible quote.� The following factors will be used to evaluate offers ability to meet the required technical specifications and price.
