Description
Seeking interested and qualified contractors to perform site-wide tree felling, pruning, chipping, stump grinding and related services on an as needed basis at Brookhaven National Laboratory, Upton, New York.� All work shall be in accordance the the following BSA Statement of Work: SCOPE: This scope of work includes tree trimming, pruning and felling, of various trees throughout the Brookhaven National Laboratory, Upton, NY (BNL) site including clean-up of the work location(s). If disposal is required, it shall be paid under the appropriate items for log loader equipment and operator. Trees to be removed shall be cut flush to the ground. Stump grinding may be required as directed by the General Supervisor of the BNL Production Division or designee. All removals, trimming, clean-up, and disposals shall be performed to the satisfaction of BSA, The Production Division Manager, General Supervisor, or their appointed designee. Disposal of all tree debris shall be off of the BNL site unless an agreement is made for on-site disposal and/or clean-up by BSA with the General Supervisor or appointed designee. CONTRACTOR REQUIREMENTS: Contractor must be fully licensed and insured and furnish BSA with a valid Certificate of Insurance during the performance of work at the BNL Site. Contractor must be familiar with BNL Site and perform �walk down� with an authorized BSA representative familiar with the work to be performed. The Contractor shall prepare and submit to BSA for approval a written Job Hazard Analysis (JHA) prior to starting any work. No work shall commence before approval of the JHA by BSA. The Contractor shall provide a dedicated Qualified Safety Professional who shall meet the following qualifications: OSHA 10 hour certification Oversight and authority to implement safety protocols Authority to STOP work without question Candidates for Safety Representative shall possess the verifiable experience, knowledge, skills, and abilities that are necessary to discharge their responsibilities. Specialized training courses of instruction for that particular type of work to be done on the project.�� Proof of prior Competent Person or Qualified Person status for similar work attained by the proposed Safety Representative (Chainsaw Operation, Aerial Lift Operation, Fall Protection, Felling of Trees, Tree Trimming, Rigging, Noise and Hearing Conservation, Traffic Control Personal, Protective Equipment, and First Aid/CPR)- Required to lead specific toolbox talks for work being conducted on the specified day. Preparation of task specific Job Hazard Analysis ensure understanding, training and compliance by all trades persons on job. Shall ensure that the person has a clear understanding of the corrective action to take and the possible consequences if those measures are not followed (Contractor�s Disciplinary Policy). The Contractor shall be responsible for maintenance and protection of traffic / populous and the closure of portions of roadways to accommodate the operations of trimming and felling trees. All proposed road closures shall be reviewed and approved by BSA prior to starting the work. Inspection of Equipment All equipment must be in compliance with all applicable Federal, State, and Local rules and regulations. All hydraulic equipment that has the potential for creating a spill, must be inspected and approved in writing by BSA prior to use. The Contractor shall provide documentable evidence, satisfactory to BSA, that all employees assigned to the work described herein are trained in the following: First Aid / CPR Tree Felling and Chain Saw Safety Traffic Control Fall Protection Equipment-specific Training Aerial Lift Training Noise and Hearing Conservation Electrical Hazard Personal Protective Equipment Required OSHA Medical Surveillance OSHA 10-Hour General Industry ************************************* A Request For Quotation (RFQ) will be posted as a solicitation for the above requirement with full and open compentition.� It is anticipated a one-year base contract will be awarded which will include four (4) one-year renewal options.�
