Description
This announcement is a Sources Sought (market research) Notice for a 8(a) Set-Aside.� This is not a Request for Quote (RFQ) or Request for Proposal (RFP).� This announcement is for information and planning purposes only and is not to be taken as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract.� The Hawaii Army National Guard (HIARNG) has a requirement to ensure the medical readiness of service members by providing services directly promoting comprehensive medical readiness and ensuring global deploy ability to perform Psychological & Behavioral Health Services at the HIARNG Office of the State Surgeon (OTSS), 91-1227 Enterprise Blvd, Bldg. 46, Kapolei, HI.� The estimated Period of Performance shall be one base period of six months from 1 September 2022 to 28 February 2023 and four option years (OY).� The purpose of this sources sought notice is to determine interest and capability of potential qualified firms relative to the North American Industry Classification (NAICS) code 621999 (All Other Miscellaneous Ambulatory Health Care Services) and the applicable small business size standard is $16.5 Million. The requirements are: Psychological Health Services: The contractor shall provide 24/7/365 access to clinically appropriate intake, assessment, behavioral health screening and referral services. These services may be conducted in person, telephonically or by email.� The Contractor shall provide at least two (2) Psychological Health Coordinator with the following credentials: Behavioral health practitioner trained in behavioral science, counseling theories, and practical applications of behavior change principles.� Qualifications � earned a master�s in counseling psychology, fulfilling the requirements of a 2-year academic program, including a minimum of 12 supervised practicum hours in the major specialty.� The graduate program must be offered by a college/university fully accredited by a U.S. regional accrediting body.� The individual must possess either the Licensed Professional Counselor (LPC) license or a master�s level psychology license from the Hawaii State licensing board. [Proof of college/University attended with awarded educational degrees License info - state, license number, expiration date Certifications - name and expiration date, is a required deliverable in order to credential within HIARNG system(s). Behavioral Health Services: Provide at least one (1) Behavioral Health Specialist with the following credentials: Behavioral Health Specialist must have a valid master�s in Social Work degree from an educational institution accredited by the Council on Social Work (CSWE) and must possess a valid license in the State of Hawaii as a Licensed Clinical Social Worker (LCSW). �Behavior Health Specialist may also be a Licensed Clinical Psychologist (PhD or PsyD) from an educational institution accredited by the American Psychological Association (APA) and possess a current, valid license in the State of Hawaii. It is preferred that the contractor have a minimum of two (2) years� experience with knowledge of military culture and experience collaborating with social service agencies to integrate resources, plan, and deliver comprehensive service. Physician Assistants: Weekend (IDT Support) Physician Assistants (PA): Contractor shall provide at least two (2) licensed and credentialed Physician Assistants or Nurse Practitioners in the State of Hawaii. �It is preferred that the contractor have a minimum of two (2) years� experience with knowledge of military culture, military medical systems of records, and experience collaborating with health service agencies to integrate resources, plan, and deliver comprehensive services. �Weekend PA services will be coordinated through the HIARNG Office of the State Surgeon Staff.� Weekday Physician Assistant: Contractor shall provide at least one (1) licensed and credentialed Physician Assistant or Nurse Practitioner in the State of Hawaii. It is preferred that the contractor have a minimum of two (2) years� experience with knowledge of military culture, military medical systems of records, and experience collaborating with health service agencies to integrate resources, plan, and deliver comprehensive services. �Weekday PA services will be coordinated through the HIARNG Office of the State Surgeon Staff. Lead Care Coordinator: Contractor shall provide at least one (1) Lead Care Coordinator with the following credentials: LVN/LPN with an active state license in good standing in the State of Hawaii. �Minimum of 3 years of adult medicine clinical practice experience OR -5 years of experience in a supervisory position in an outpatient case management setting.� Utilization review or disease management experience or certification in case management is desirable. �Proficient with the use of the following medical systems: 1) Medical Operational Data System (MODS) applications to include Medical Readiness Portal, MEDPROS Web Data Entry (MWDE) and Medical Data Protection System (MEDPROS); 2) Medical Electronic Data Care History and Readiness Tracking (MEDCHART) applications to include Dental Classification (DenClass), Electronic Case Management (eCase), Electronic Medical Management Processing System (eMMPS), and Health Readiness Records (HRR); 3) Armed Forces Health Longitudinal Technology (AHLTA); 4) HIARNG Medical Non-Deployable (MND) tracking system; and 5) the Warrior Transition Report (WTR). Care Coordinators: Contractor shall provide four (4) Care Coordinators with the following credentials: Medical Records or Health Information Specialist with 3 years of experience in a clinical setting OR 3 years of case management experience in an outpatient setting.� Utilization review or disease management experience or certification in case management is desirable. Proficient with the use of the following medical systems: 1) Medical Operational Data System (MODS) applications to include Medical Readiness Portal, MEDPROS Web Data Entry (MWDE) and Medical Data Protection System (MEDPROS); 2) Medical Electronic Data Care History And Readiness Tracking (MEDCHART) applications to include Dental Classification (DenClass), Electronic Case Management (eCase), Electronic Medical Management Processing System (eMMPS), and Health Readiness Records (HRR); 3) Armed Forces Health Longitudinal Technology (AHLTA); 4) HIARNG Medical Non-Deployable (MND) tracking system; and 5) the Warrior Transition Report (WTR).
