Description
On 07 Mar 2022 the Air Force informed potential offerors on the CTSS IV effort (previously solicited under HC102819R0009) that it would be taking over the contracting function for this procurement.� Due to the allegations relating to Organizational Conflicts of Interest, and prior to the release of draft PWS and solicitations, the Air Force is requesting all potential offerors on this effort to provide the names, duties and responsibilities of all personnel who will be involved in the preparation or review of its proposal.� The Air Force also requests potential offerors identify any potential OCI concerns and mitigation matters that the offeror intends to take. The Air Force would request special emphasis on identifying individuals who in the last five years were former government personnel or contractors performing on government contracts involved in the AFCENT portfolio of contracts to include former roles and responsibilities.� The Air Force would note that post government 30-day letters address representational bans impacting employment and use of non-public information.� 30-day letters do not make a finding relating to whether or not an individual�s involvement on proposal writing teams constitutes an OCI or appearance of OCI.� This is a matter for the contracting officer over the procurement to decide and any such recommendations in 30-day letters are not binding on the contracting officer. The Air Force further notes that once proposals are received, and if the Air Force later determines that an organizational conflict exists, this may result in the proposal being determined unawardable and excluded from the competition.� As such the Air Force would recommend that before any additional individuals are involved with an offeror�s proposal development prior to proposal submission, that the offeror contact the contracting officer at michael.adams.106@us.af.mil .
