- Description
- The U.S. Army Corps of Engineers (USACE) New York District intends to issue a solicitation package seeking to award a Firm Fixed Price (FFP) construction contract through a Design-Build Request for Proposal Solicitation to expand the Rotary Wing Phoenix Parking Apron at Fort Drum, NY. General Conditions at Fort Drum: The location of Fort Drum limits the placement of flexible and rigid airfield pavement to the months of May through October due to average ambient temperatures and hot mix asphalt availability. � Project Description: This Design-Build Unspecified Minor Military Construction (UMMC) �project will �construct eight (8) additional concrete helicopter parking spaces (approx. 30,000 SY); remove asphalt shoulder and expand edge lighting along the existing apron edges; install new 25 ft-wide asphalt shoulder and edge lighting along perimeter of the new parking spaces; install new airfield pavement markings connected to the existing parking apron markings; install mooring and grounding points for each new parking space; install airfield pavement joints and sealant; demolish an existing concrete landing pad (approximately 1,455 SY); replace / relocate surface utility access covers with airfield rated ones; and install storm water infiltration basin(s) with New York State (NYS) hotspot pre-treatment. �This project will follow airfield pavement design and construction DoD Unified Facilities Criteria (UFC�s) and the guidance detailed in the Sustainable Design and Development Policy. Bidders should have experience with getting their airfield asphalt and concrete designs approved by the Transportation Systems Center-MCX. �Bidders should also have experience working on an active DoD airfield and designing NYS stormwater hotspot pre-treatment for refueling operations. Upon award of the contract, the contractor will be required to commence design within five (5) calendar days from receipt of the Notice to Proceed date. Construction will begin in the Spring of 2023 and be completed by Winter 2023.� The applicable North American Industry Classification System (NAICS) code is 237310 � Highway, Street, and Bridge Construction. The magnitude of this construction is estimated to cost between $5,000,000 and $10,000,000. It is the intention of the Government to award in August/September 2022. Liquidated Damages of approximately $2,282.00 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete. This procurement is set aside for Full and Open Competition. �
