- THIS SOURCES SOUGHT/REQUEST FOR INFORMATION IS ISSUED FOR INFORMATON AND PLANNING PURPOSES ONLY AND IS NOT CONSIDERED A SOLICITATION. The purpose of this source sought/RFI is to gain knowledge of businesses that are capable of satisfying the following work requirements: Statement of Work Controls Service Contract Place of Performance: VA Medical Center |163 Veterans Dive| White River Junction | Vermont Period of Performance: One year, with 2 option years BACKGROUND: The building management system is a key component in maintaining proper conditions across the facility. The system requires not only consistent monitoring by on-site staff, but the expertise of a controls contractor to assist in ensuring the system functions to its highest effective and efficient capacity. STATEMENT OF WORK: Contactor will provide trained and experienced technicians adept in the required maintenance, repairs, and necessary upgrades to the building management system and its associated components. Contract shall include: Troubleshooting of alarms and failed components Control loop tuning Sensor calibration Software updates to server Operator training Aid in identifying and devising plans for improved system efficiencies and operation. Detailed log recording areas of concern, repairs, and general notes. Estimated hours: Regular service hours 384 Service material allowance - $15,000 This contract will be for a period of one year, with 2 option years. OTHER CONSIDERATIONS FOR PROPOSAL This work takes place in a functioning hospital, surrounded by staff and patients. Contractor will work to minimize impact of equipment downtime. All workers are required to sign in and out at Building 37 every workday. Those without a permanent badge will log and wear a temporary badge, returned each day. Perform work in compliance all applicable state, federal regulations and VA Specifications including but not limited to: 01 00 00 - General Requirements VA Specifications: http://www.cfm.va.gov/til Specification 02 82 13 VHA Directive 2008-001 VA Handbook 0730/2 http://www.cfm.va.gov/TIL/cpro/cpTop14.pdf The provisions of all applicable NFPA, OSHA, EPA, and VA codes, Federal, State, and local regulations shall be followed throughout the course of this project. Applicable VA publications and design manuals are available to the successful bidder at www.va.gov/facmgt. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought notice are not considered adequate responses for a solicitation announcement. Responses to this sources sought/RFI are due by 5PM EST time on June 9, 2022. Responses to this notice shall be submitted via email to Kenya.Mitchell1@va.gov. Telephone responses shall not be accepted. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this request for information. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The NAICS code for this requirement is 238210 and a small size standard of $16.5 million.
