Description
By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of�firms that are engaged in providing the services described hereunder for the Stormwater�Improvements (Hammond, IN); Gary Sanitary�District 27th & Chase Street Force Main Placement, Phase 2 (Gary, IN); Liberty Park Pipelining (Crown Point, IN); and�Independence Hill Conservancy District (Merrillville, IN). The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice�does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit�the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited�proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred�in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's�expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary�information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all�submissions become Government property and will not be returned. Not responding to this Notice does not preclude�participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not�offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the�interested parties to monitor this site for additional information pertaining to this Notice. GOVERNMENT REQUIREMENTS: Under the four planned Contracts, the contractor will be required to provide the�following construction services: 1. Stormwater Improvements, City of Hammond, Indiana (estimated magnitude of construction cost is between $1,000,000 and $5,000,000) � The contractor will be required to improvements of increased capacity to convey stormwater from the Dowling Park neighborhood eastward to a 90"" diameter storm water interceptor on Kentucky Street. Increased capacity to convey storm water will be achieved with the installation of a new 54"" storm sewer pipe. �Approximately 1,630 linear feet of 54"" pipe will be installed using open trench construction methods. All of the work will be conducted within the public right-of-way (176th Place or Parrish Avenue) or on property/parcels owned by Hammond through the Hammond Park District and the City of Hammond Redevelopment Commission. 2.�Gary Sanitary�District 27th & Chase Street Force Main Placement, Phase 2�(estimated magnitude of construction cost is between $1,000,000�and $5,000,000)�� The contractor will be required to�installation of 1,000-1,500 feet of 48-inch diameter force main adjacent to the deteriorating and undersized 42-inch diameter force main.�The proposed project is within publicly-owned property from 25th Avenue to 18th Street. 3.�Liberty Park Pipelining, City of Crown Point�(estimated magnitude of construction cost is between $1,000,000 and $5,000,000) � The contractor will be required to�lining up to 1,300 linear feet of 12-inch sewers, 700 linear feet of 10-inch sewers, and 9,000 linear feet of 8-inch sewers in Crown Point�s Liberty Park neighborhood.�Up to thirty-eight (38) manholes would be rehabilitated to reduce inflow and infiltration.�The project would also include construction of 620 linear feet of new 8-inch sewer in the northwest portion of the neighborhood where several homes currently rely on failing septic systems. The project limits for the Sanitary Sewer Rehabilitation Project are in the roadway right-of-way along Cedar Street, Sycamore Street, Maple Street, Birch Street, and Oak Street. The project area is bound by Lewis Street to the north, North Main Street to the east, and Maple Street to the south and west. 4.�Independence Hill Conservancy District, Town of Merrillville�(estimated magnitude of construction cost is between $1,000,000�and $5,000,000) � The contractor will be required to�lining up to 200 lateral sewer line connections where each lateral connection would be lined starting at the connection point with the sewer main and extending 5 linear feet away from the connection point for a total of approximately 1,000 linear feet of liner. The project limits for the Sanitary Sewer Laterals Rehabilitation Project are in the roadway right-of-way in the Young America subdivision of Merrillville, Indiana. The project area is bound by 73rd Avenue to the north, Marshall Place to the east, US Route 30 to the south, and Whitcomb Street to the west. REQUESTED INFORMATION: This Agency requests that interested contractors complete the following questions to�assist the government in its efforts. 1. Please list each project your company would be interested in performing and include the following information for each, with the exception of repeating your company information. 2. Firm�s name and BUSINESS SIZE, Contractor�s Unique Entity Identifier (formerly DUNS Number) and CAGE Code, address, point of contact, phone number, and e-mail address. 3. Is your company currently ""active"" at the System for Award Management (http://www.sam.gov)? If not, does it plan�to register? Contractors are now REQUIRED to be registered in the System for Award Management (SAM) AT THE TIME�ITS BID IS SUBMITTED to comply with the annual representations and certifications requirements (Reference: FAR�Subpart 4.1102 � Policy (a)). 4. In consideration of North American Industry Classification System (NAICS) code 237110, with a small business size�in dollars of $39.5M, which of the following small business categories is your business classified under, if any? Small�Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small�Business, HUBZone Small Business, or 8(a) Small Business. 5. Is your firm capable of obtaining a performance and payment bond for a construction project valued between the�aforementioned project's magnitude of costs? 6. Is your firm interested in performing as a subcontractor or prime? 7. Does the interested vendor have experience in the work described for this project? If so, how many years? Descriptions of Experience � Interested construction firms must provide no more than three (3) example projects with either greater than 95 percent completion or projects completed in the past five (5) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages and quality of performance. Example projects must be of similar size and scope.� 8. In the consideration of the aforementioned government requirements, if your firm were to see an advertisement for�the planned procurement within the next three months, would your firm be interested in providing a bid? NOTE: Total submittal package shall be no longer than 8 pages. Please only include a narrative of the requested information.
