- Description
- The Program Executive Office (PEO) - Defense Health Management System's (DHMS) Chief Financial Office (CFO) is seeking information on contractor interest in providing innovative and transformational business strategies to align the CFO office with broader PEO-DHMS strategy. The CFO seeks to transform into a world-class financial office that integrates and operationalizes the best practices of Government and leading information technology companies. The CFO seeks innovative solutions to problems in the following areas: � Consolidation and integration of financial planning and analysis (FP&A), budget management, and budget execution support within the CFO office to maintain efficient, effective fiscal stewardship, making every dollar count PEO DHMS lacks access to timely financial information to support decision making across the acquisition process (portfolio and product planning, relationship development, execution) Financial controls are not consistently applied across the portfolio to ensure efficient, standard compliance with FISCAM requirements Financial data is considered company proprietary (Trade Secrets Act), but access to those data is required across the CFO functions The CFO is contemplating the award of an Other Transaction Authority Agreement in accordance with 10 USC � 4022.� The CFO is seeking responses from non-traditional defense contractors as defined as an entity that is not currently performing and has not performed, for at least the one-year period preceding the solicitation of sources by the Department of Defense for the procurement or transaction, any contract or subcontract for the Department of Defense that is subject to full coverage under the cost accounting standards prescribed pursuant to�section 1502 of title 41�and the regulations implementing such section (10 USC � 3014). Questions and feedback are encouraged throughout this acquisition process. Anticipated Award: The solicitation for this effort may result in single or multiple awards.
