Description
The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to Global Digital Systems Limited, Unit 32,�Murrell Green Business Park London Road, Hook,�Hampshire,�RG27 9GR,�United Kingdom for a�dynamic triaxial testing system. The Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) requires a dynamic triaxial testing system to support ongoing research in the Geotechnical Engineering and Geosciences Branch (GEGB). The apparatus is a variation of a standard triaxial apparatus; it will allow the researcher to load large samples at high rates of speeds (5 Hz or 5 cycles a second) to replicate stress profiles commonly seen during dynamic events such as earthquakes, pavement loading/unloading, and simulate failure events.� This apparatus will be available to researchers across the lab introducing a capability which is currently not available.� It is specifically being purchased at this time to support ongoing funded research into environmentally friendly biocementation of soils, strength determination in chemically stabilized roads, and overtopping failures of levees. There are several soil testing companies that make dynamic triaxial devices: VJ Tech NexGen Material Testing Controls GDS Instruments GeoComp After reviewing the specifications of each of these different systems, there was only one candidate from this list which met all the criteria (specifically accuracy and usability) and which will meet the needs of the funding research program.� Specifically the GDS Instruments Dynamic Triaxial Testing System (DYTTS) offered the following requested items that other manufacturers did not: Adaptive control� High resolution 24 bit fully differential inputs� 5KHz sampling rate (aka data logging)� High displacement accuracy: 4mm double amplitude displacement at maximum speed� Balanced Ram for the actuation part, bottom mounted, which means that the cell pressure is kept constant during cycling� Bender Element system is a full system, with data capture and trace stacking included� Supports a range of sample sizes including 70mm� Compartmentalized software packages already owned by ERDC and shareable between apparatus� � ERDC already owns the Standard Saturation and Consolidation Module and the Advanced Loading Module. The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 334519 (Other Measuring and Controlling Device Manufacturing) with a size standard of 500 employees. This notice of intent is for information purposes only. � This notice is not a request for competitive quotes or proposals. A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement. Respondents to this notice must provide: the manufacturer�s part numbers for offered products; product specifications; statement as to whether offered products are commercially available; warranties offered on the products; and lead time for delivery. Any offeror shall be required to register in the Government�s System for Award Management (SAM) at www.SAM.gov. Respondents must provide their full legal name; authorized contact�s name, title, email and phone number; legal address; link to registration in www.SAM.gov; and their firm�s business size declaration as well as the firm�s socio-economic status, if any (e.g. Large Business, Small Busines, Women-Owned Small Business, Service-Disabled Veteran Owned Small Business, etc.). Respondents must also provide a description of their past experience in fulfilling requirements, which are the same or similar to this requirement, and provide references for each. � Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
