Description

This is a notice of intent to award a sole source contract pursuant to Federal Acquisition Regulation FAR Part 13 Simplified Acquisition Procedures for Commercial Items. The ACC-APG Tenant Contracting Division, Aberdeen Proving Ground, MD intends to award a Firm-Fixed Price sole source supply contract to Expert Digital Imaging, Inc. Cage Code: 7V0N7.� Please see the attachment labeled, �JA_EDI High Speed Camera_Redacted� for further detail as to why this action is being negotiated solely with Expert Digital Imaging Inc.� The objective of this contract is the acquisition of One NAC ACS-1 M60 high speed monochrome camera and One Canon EF mount to support mission critical RDT&E testing conducted at multiple test ranges at Aberdeen Proving Ground. This contract consists of one base year and two option years.� NAC ACS-1 M60 camera from NAC Image Technology is the only camera that best meets the minimum requirements of ATC in areas of frame rate, image resolution, and interoperability with current infrastructure. High speed camera systems from different vendors do not meet the requirements of ATC�s high speed sustainment.� Unique RDT&E testing at ATC requires a high speed camera system that is capable of achieving a frame rate of 100,000 frames per second or higher at full resolution of 1280 x 896 or higher. This requirement is unique that only Expert Digital Imaging Inc. is capable of satisfying the Government needs due to it�s the only vendor offers the camera with the minimum technical specifications required for distinctive RDT&E testing.� .As such, this requirement will be awarded on a sole-source basis IAW FAR 13.106-1(b)(1)(i) Soliciting from a single source ( exclusive licensing agreements). The North American Industry Classification System (NAICS) for this requirement is 333316. Posting date of this requirement is 03 June 2022. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 1:00 PM Eastern Daylight Time, 21 June 2022. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. This is not a Request for Quote.
