DESCRIPTION The Air Force Life Cycle Management Center, Architecture and Integration Directorate, Anti Tamper Executive Agent (ATEA) Program Office (AFLCMC/XA-AT) is conducting this Market Research Request for Information (RFI) to solicit information about current or future Anti-Tamper (AT) technology development plans/roadmaps, products, technology, and intellectual property from academia, private industry, and Government Research and Development (R&D) organizations for inclusion into ATEA planning and road mapping documents. Current product information may be included in an AT product catalog for DoD program reference. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. It is important to note that this RFI is not a Request for Proposal (RFP).� This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI is issued to better understand current Anti-Tamper and related capabilities. The information provided in this RFI is subject to change and is not binding upon the U.S. Government. This RFI does not commit the U.S. Government to contract for any supply or service. AFLCMC/XA-AT is not seeking proposals at this time, and will not accept unsolicited proposals. Responders are advised the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responder's expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. The U.S. Government has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur costs for which reimbursement would be required or sought. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.� Any information provided to the Government as a result of this RFI is voluntary. The information, data, comments, or reactions obtained may be used as research for a future solicitation. Respondents will not necessarily be notified of the results of the review from this RFI.� All submissions will be used for review in the context of this RFI or related potential future solicitations, and will be held and used for these purposes only. Submissions will not be returned to the respondent. BACKGROUND Capturing AT Technology/Product Development efforts across academia, Government, and industry (including commercial and military) will provide situational awareness for the Government. A long term strategic plan (Roadmap) has been developed for potential development of AT Products and any associated Assessments. The information received from the Roadmap RFI would identify promising AT Products to support the continuous process of updating the roadmap and help facilitate successful transfer of AT Products into DoD weapon systems. This RFI and the resulting ATEA planning and roadmap documents will allow the government to quickly respond to rapidly changing agile system acquisition requirements and help focus future research and development efforts to address the current and ever developing threat space. This RFI may also support an ongoing catalog of AT products effort. This catalog can be used by DoD system security engineers and program managers to identify potential AT solutions for the protection of technical advantage elements and critical program information when the system is not in US Government�s control. TECHNOLOGY AREAS AFLCMC/XA-AT is seeking any current or future Anti-Tamper Product portfolios (currently available products) and Roadmap Product development plans (future products) for incorporation into the ATEA Anti-Tamper Roadmap and AT product portfolio, from all interested parties. Specifically, this RFI is targeting current product portfolios of available product plans / roadmaps, to include relevant technical information on products, technology, and intellectual property that, when implemented effectively, prevent or delay the reverse engineering and exploitation of United States (US) critical technologies when the items have left US control and thus are not afforded protection by other means (physical security, information assurance, etc.). RFI product portfolio submissions should fall within the protection Product categories listed in Attachment 1 Table 1 that facilitates secure system architectures. Non-Proprietary information is preferred to allow for a wider distribution of current AT products and solutions. Any submissions with Proprietary information will not be considered or distributed. Non-Proprietary submissions will be distributed to the ATEA Program Office (PO) and their Non-Governmental advisors to included, contractors, Weapons Systems PO(s), other Service leads, and DoD contractors for inputs into system design trade studies� Additionally, this RFI is targeting future product development plans /roadmaps, to include relevant technical information on products, technology, and intellectual property that, when implemented effectively, prevent or delay the reverse engineering and exploitation of United States (US) critical technologies when the items have left US control and thus are not afforded protection by other means (physical security, information assurance, etc.). RFI Roadmap product submissions should fall within the protection Product categories listed in Attachment 1 Table 1 that facilitates secure system architectures. Proprietary information provided will be distributed to the ATEA Program Office (PO) and their Non-Governmental advisors to include, Weapons Systems PO(s), other Service leads, and DoD contractors with appropriate non-disclosure agreements for inputs into system design trade studies, and to identify potential technology gaps requiring Government funded development or technology transition programs (material marked as proprietary will not be shared with any other contractors).� RESPONSES Interested parties are requested to respond to this RFI using the templates for each of their current or future products or family of products (Template slides are shown in Attachment 1 Figures 1a, 1b, and 1c). Attachment 1 tempate is available for download at https://at.dod.mil. �New or unregistered users should access the website directly to register as a new user to access the template.� Unclassified and classified submissions are acceptable, however for classified responses please see the below instructions. The information you share may be classified and proprietary.� The government will handle and publish the information accordingly within the appropriate classification channels while protecting proprietary information (material marked as proprietary will not be shared with any other contractors).� Incorporating any information you may share into the AT Roadmap does not imply the DoD will automatically endorse, integrate, or assess your Technology or Product. For the information provided, specify what has been accomplished under Government funded Contract Research and Development and what has been accomplished under Independent Research and Development (IRAD), or other relevant past performance/execution of related activities. NOTE: Care must be taken to assure the proper classification of the responses. Classification of the responses can be U, CUI, S, or S//SAR. For reference, the 2020 AT Security Classification Guide can be obtained through the DoD AT website. (www//at.dod.mil). For SAR guidance please reference the most recent SAR SCG used to develop the Technology or Product. Section 1 � Company Information The response shall provide administrative information, including the following as a minimum per the below table. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. Proprietary information, if any, MUST BE CLEARLY MARKED. Please be advised that all submissions will be reviewed by government personnel only for this RFI and potential future solicitations, and will not be returned. Respondents are advised that employees of commercial firms, Federally Funded Research and Development Center, and University Affiliated Research Centers under contract with the Government may be used to administratively process submissions and provide technical reviews requiring access to other contractor's proprietary information. These contractors have executed nondisclosure agreements prohibiting their contractor employees from disclosing any information submitted by other respondents/contractors or using such information for any purpose other than that for which it was furnished. Attachment 1 Tables 2-5 are provided as references to aid respondents. Table 2 offers elaborations to template prompts, which are limited due to space considerations. Tables 3 & 4 offer reference criteria for TRL and MRL respectively. Table 5 defines acronyms used throughout this document.
