Description
This is a Notice of Intent, not a request for quote. Under the authority of FAR 6.302-5, Authorized or required by statute (10 U.S.C.2304(c)(5)), Space Systems Command intends to award TMC Technologies, Fairmont, West Virginia, a �contract for the Satellite Penetration-Test Environment and Evaluation (SPEED) spacecraft modeling capability. This award will be made in accordance with Small Business Innovation and Research (SBIR) Act policy, which states that a SBIR Phase I or II competition satisfies competition requirements of the Armed Services Procurement Act, the Federal Property and Administrative Services Act, and the Competition in Contracting Act. Phase III SBIR awards that extend from SBIR Phase I or II work may be made on a sole source basis. The work that will covered by the SPEED contract extends from Phase I SBIR work that TMC Technologies previously accomplished and will be made on a sole source basis to TMC Technologies. �One purpose of this notification, in accordance with FAR 5.002, is to assist small business concerns in identifying potential subcontract opportunities. The anticipated award of the SPEED contract is October 2022. SPEED will incorporate a capability to produce models of high fidelity spacecraft, designed to support a set of specific cyber testing scenarios on the target mission of choice. The software-only simulation architecture will support instruction set simulation, with the ability to execute the unmodified software flight binary, while integrating hardware models of all necessary system components at a level of fidelity that achieves the cyber test goals. The test results should be representative of the operationally configured mission system. Market research was conducted via a Request for Information (RFI) on FedBizOpps, web-based search, sources sought, government contacts, and contacting known source of products or services.
