Description
This pre-solicitation notice is in accordance with FAR 5.2, Synopses of Proposed Contract Action. This is a notice of intent to make a sole source award and is not a solicitation or request for competitive quotes. This award will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Acquisition Regulation 13.106-1(b)(1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deems only one source reasonably available. The USDA-ARS National Center for Agricultural Utilization Research (NCAUR) in Peoria, IL has a continuous need for a service to maintain the viability of 154 vials of hybridoma cell lines by storing them in liquid nitrogen (LN), also known as cryostorage. The USDA-ARS MWA Procurement Office in Peoria, IL on behalf of the NCAUR Office in Peoria, IL intends to make a firm fixed price, sole source award with a base and four option years under the authority of FAR 13.106-l(b)(l)(i), only one responsible source, to: Envigo Bioproducts, Inc. 2826 Latham Dr. Dock B Madison, WI 53713 The objective of this sole source award is to procure a service contract for the cryostorage of 154 vials of hybridoma cell lines in liquid nitrogen (LN) which meets ALL the following required specifications. The produced cell lines are used to make antibodies that bind certain fungal toxins (mycotoxins). The USDA-ARS Office of Technology Transfer (OTT) licenses these cell lines to the makers of mycotoxin detection test kits. In order for ARS to fulfill its obligations to the companies that are licensing these materials they must be stored under appropriate conditions (cryostorage). They are required to be stored under liquid nitrogen. This is necessary to maintain their viability over long periods of time. Because storage under liquid nitrogen (LN) is potentially hazardous, it requires special precautions and specially trained personnel. This requirement includes NO proposed research. It is simply to maintain existing cell lines under the required storage conditions. The results required are: Task 1*: Reproducing cell lines as needed in order to reach cell densities required for cryogenic storage. Task 2*: Freezing of cell lines as needed. Task 3: Maintaining the frozen cell lines in cryogenic storage under liquid nitrogen. *Clarification: For the existing cell lines (which consist of the bulk of the samples to be stored), reproducing and freezing of the cell lines (tasks 1 and 2) is not required as they have already been stored in a frozen state and must simply be maintained in that state. Quantity: 154 vials of hybridoma cell lines. The contractor shall continue to maintain the hybridoma cell lines under liquid nitrogen, during the entire period of the contract. The storage is expected to be maintained indefinitely. The storage is to be conducted at the facilities of the contractor�s choice. The government owns these cell lines, so there is NOT a material to be delivered to a government location. The USDA-ARS is providing to the contractor hybridoma cell lines. The identities of the cell lines are specified in an attached list. Because the contractor already has the materials at their site, there is no need to transfer the materials to the contractor. There are no special security requirements for these materials. The anticipated period of performance is as follows: Base Term: July 1, 2022 (07/01/2022) through June 30, 2023 (06/30/2023). Option year 1: July 1, 2023 (07/01/2023) through June 30, 2024 (06/30/2024). Option year 2: July 1, 2024 (07/01/2024) through June 30, 2025 (06/30/2025). Option year 3: July 1, 2025 (07/01/2025) through June 30, 2026 (06/30/2026). Option year 4: July 1, 2026 (07/01/2026) through June 30, 2027 (06/30/2027). The NAICS code for this requirement is 541714 (Research and Development in Biotechnology (except Nanobiotechnology)) with a small business size standard of 1,000 employees. The PSC code for this requirement is B529. NO solicitation or solicitation package will be issued. This notice of intent is NOT a request for competitive quotations; however, interested vendors that regard themselves as capable of providing products that can fulfill the requirements are invited to submit responses to the Government for consideration. Interested parties may identify their interests and capability to respond to this requirement by NO later than Monday, June 13, 2022 (06/13/2022) at 5:00 PM Central Time to Aaron Dimeo at aaron.dimeo@usda.gov. Any submission in response to this notice must show clear and convincing evidence as well as be in sufficient enough detail to show that they can provide products that would meet the Government�s need and that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Again, this is NOT a request for competitive quotes. This notice is for informational purpose sonly. Responses received shall be considered by the agency; however, determination by the Government whether or not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
