Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number 12FPC422Q0022 is being issued as a Request for Quotation (RFQ). The acquisition procedures at FAR Parts 12 & 13 are being utilized. This RFQ documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2022-06 effective May 26, 2022. The Government anticipates issuing a firm fixed price commercial services contract to the responsible offeror whose quote responds to the terms of the RFQ and is the Lowest Price Technically Acceptable (LPTA) offer to the Government. Work is expected to begin by June 27 2022. This solicitation is being conducted as open market and available to all responsible vendors. The North American Classification System Code (NAICS) is 531320; the size standard is $8 million. For more information on size standards visit http://www.sba.gov/size. Active SAM registration is required in order to be awarded this contract and must remain active throughout the period of performance. The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) New York State Office needs to obtain the services of a New York licensed appraiser to complete a state wide Area Market Analysis for the lands under the Conservation Easement Program. The United States of America, acting through the USDA NRCS, purchases conservation easements to assist the landowners in restoring, protecting and enhancing wetlands. These lands may be placed under a conservation easement through the Agricultural conservation Easement Program - Wetland Reserve Easement Component (WRE). The Purpose of ACEP WRE is to protect, restore, and enhance the functions and values of wetland ecosystems and lands enrolled are farmed or converted wetlands, former or degraded wetland, agricultural lands that altered by flooding or soil saturation and water table elevation as a result of offsite or subsurface hydrologic changes, riparian areas, or land currently or previously enrolled in the conservation reserve program (CRP). NRCS needs to obtain an Areawide Market Analysis (AWMA) for an initial fiscal year (FY23) and subsequent annual re-certifications or AWMA amendments for each following FY not to exceed 4 additional years. The FY begins on October 1st and ends on September 30th. All Areawide Market Analysis completed for ACEP_WRE must comply with instructions provided by NRCS. The Government intends to make an award based on the Lowest Price Technically Acceptable process. In order to be considered Technically Acceptable, a contractor must provide the following information and provide information as to their capability to complete the work as required. The price quote must include the following documents: 1.SF1449, priced, signed 2.Amendments signed, if any 3.Attachment 1 - Statement of Work (SOW - 10 pages) 4.Attachment 2 - Vendor Information Sheet 5.Attachment 3 - Section 1619 Conservation Cooperator Acknowledgement 6.Attachment 4 - Provisions and Clauses 7.Narrative/Past Performance of similar work previously completed 8.NY Appraisal License or Temporary Appraisal License Quotes are due no later than 12:00 pm Eastern Standard Time on Friday June 17, 2022.
