Description
PRESOLICITATION NOTICE THIS IS NOT A REQUEST FOR PROPOSAL. NO SOLICITATION PACKAGE, TECHNICAL INFORMATION, OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED. THE GOVERNMENT WILL NOT PAY, NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. 1. GENERAL INFORMATION: Bureau of Land Management (BLM) Division of Resource Services (DRS) is seeking sources and intends to award a firm-fixed price contract for P&ID Drafting services for the development of complete facility and pipeline documents, which include working drawings, P&IDs, and possible redlining services for BLM Cliffside Drafting Project. The project is located at the BLM Cliffside Gas Facility north of Amarillo, TX. 2. PROJECT INFORMATION This project is a 100% Set-Aside for Small Business Concerns (SB). The NAICS Code for this procurement is 213112 �Support Activities for Oil and Gas Operations� and the annual small business size standard is $41.5M. This project requires a full design team to complete this project. The services must be complete no later than 90 calendar days after Notice of Award. The Amarillo Field Office has maintained a collection of older as-built drawings of gas-gathering systems in the field and plant location but does not have a P&ID of this equipment. Additionally, the office has original as-built drawings of the Federal Helium Pipeline but does not have a P&ID for this system. P&ID prints and digital drawings are needed for all BLM owned systems in order to better manage safety systems and coordinate required operations. Electronic files need to be available and maintainable to keep up with all current red lines of the system after modifications are made. Amarillo Field Office currently uses AutoCAD� software to maintain drawings; however, if a suitable alternative is identified a new drawing format may be considered. Valves and indicators need to be numbered uniquely from any component specified on drawings of the CRLP equipment. The above paragraphs constitute a basic outline of the work to be accomplished and in no way comprises all the details for the scope of this project. The contractor shall initiate detailed inspection of the project site to determine the needs and conditions for the design of this project. Copies of the BLM Cliffside Gas Facility and connecting Pipeline photos, outlines, and documents will be made available to the awarded party. SOW Attachment 01 � Facility Map will give the firm a basic understanding of the BLM Cliffside Facility, Amarillo, TX. The contractor shall be solely responsible for the management, including all associated labor, equipment, materials, mailing costs, and inspection, to meet the requirements of the drafting project. Firms submitting in response to this announcement, not later than the closing date and time specified herein and in accordance with submission requirements, will be considered for evaluation. Subcontract Management The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organization Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the CO and the Contracting Officer Representative (COR) Contractor Qualifications 1. The Contractor shall be available to perform task(s) in a timely manner. 2. The Contractor shall be experienced in recognizing and identifying process equipment. 3. The Contractor shall have experience in creating process flow diagrams (PFD) and piping and instrumentation diagrams (P&ID). 4. The Contractor shall be capable of providing electronic drawings in an AutoCAD supported file format. Period of Performance Project drawings shall be completed and delivered within 90 days following COR approvals. See deliverables in section 5. 3. SUBMISSION REQUIREMENTS: The below information contains the instructions and format that shall be followed for the submission, Statement of Qualifications: (i) Quotes are due no later than Wednesday June 15, 2022 @ 10:30 a.m. MST. Quotes shall be submitted in accordance with the instructions of the solicitation (see Attachment 1). Interested parties may submit questions relating to this solicitation to the Contracting Officer, Zachary Webber via email at zwebber@blm.gov and are due no later than Thursday June 2, 2022 10:30 a.m. MST. Quotes are no later than June 15, 2022 @ 10:30 a.m. MST.
