Description
SOURCES SOUGHT NOTICE This Sources Sought Notice is being issued for market research purposes to determine the availability, capability, and interest for a potential Government requirement. NO SOLICITATION IS AVAILABLE; requests for a solicitation will go unanswered. No award will be made from this Notice. Responses will be used to determine potential acquisition strategies, understand current market capabilities, and to gain knowledge of potential sources. GENERAL SCOPE: The DoD seeks sources to act as a technical liaison between The Nature Conservancy (TNC) and the DoD in relation to ongoing Coastal Resiliency (CR) efforts.� BACKGROUND: There are currently four (4) Engineering with Nature (EWN) pilot projects under design at Tyndall AFB, and these projects will be undergoing design and environmental permitting through FY23.� Construction start on these projects is currently forecasted for some time in FY24.� Additionally, a Coastal Resiliency Implementation Plan (CRIP) is under development, which will be delivered to the USAF in Sept �22 and will define proposed construction projects, through CY 2100, to enhance CR efforts. REQUIREMENT: (See Draft PWS) The source must maintain engagement with an existing and established stakeholder group (~20-30 organizations) that is currently managing the development, funding, design, and construction (DFDC) of the CR pilot projects.� The source will provide DFDC updates to the USAF�s representatives via a monthly TEAMS meeting; The source shall organize presentations for a quarterly �Stakeholder Engagement Meeting�.� This will provide the opportunity for stakeholders to provide updates to the CR program that aren�t FDC centric.� This quarterly meeting is in addition to the FDC updates provided via the monthly meetings.� These meetings will be scheduled by USAF representatives using an existing governance process, and the source must be available (virtually at a minimum) at the scheduled meetings to answer and/or clarify any items that are discussed during the provided updates. As the pilot projects advance, there may need to be updates made to the CRIP in order to keep the plan up to date.� The source shall propose updates to the CRIP, if applicable, no earlier than halfway through the performance period, and publish an updated CRIP (once updates have been vetted) by the end of the performance period of the contract. CAPABILITY STATEMENT Responses must be limited to ten (10) 8.5 x 11 pages with a minimum font size of point 10. Please provide the following information: 1) Company name, Employer Identification Number�(EIN; previously DUNS #), address, point of contact, phone number, and e-mail address. 2) Example of experience and capability of similar magnitude and complexity to the potential requirement. Each example should include a brief description of the project, description of the work performed (identification of self-performance and/or Subcontractor management), customer name, customer satisfaction, timeliness of performance, dollar value of the project, and whether there were any challenges experienced during the project (delays, investigations, health and safety issues, labor shortages, management/organizational issues, etc.). 3) Business size and socioeconomic type for the applicable NAICS. 4) Identify any conflicts of interest Please submit all capabilities statements, information, brochures, and/or marketing material as one (1) document, limited to the page maximum above. Responses will not be considered an offer, proposal, or bid for any solicitation that may result from this Notice. Moreover, responses will not restrict the Government to an ultimate acquisition approach. This Notice is for information and planning purposes only. Respondents will not be notified of the results of any review conducted or the capability statements received.
