- Sources Sought Notice Medical Gas Inspection Veterans Health Affairs, Network Contracting Office 5, is issuing this sources sought notice in order to identify any potential sources that have the resources and capabilities to provide Medical Gas Inspection services at Martinsburg VA Medical Center, 510 Butler Ave, Martinsburg, WV 25405. The government is contemplating a Firm Fixed Price contract to satisfy this requirement and meet the needs of the Martinsburg VA Medical Center. INTERESTED & CAPABLE RESPONSES NCO 5 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources, rights, and capabilities necessary to provide these services. All information received in response to this notice that is marked proprietary will be handled accordingly in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(e). Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses incurred associated with responding to this RFI. This Sources Sought Notice is for planning purposes ONLY. The results of this notice will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice. STATEMENT OF WORK ANNUAL MEDICAL GAS INSPECTION The Contractor will provide annual inspection for certification of the Medical Centers Medical Gas systems. A final report will be delivered to the Hospital within 3 weeks after the inspection. After the inspection our service engineer will meet with your Engineering department to make recommendations concerning any discrepancies that may have been documented Inspection will include the following: The Contractor will inspect the Medical Gas System (O2, Medical Air, N2O, N2) outlets at Martinsburg VA Medical Center. Inspection of the accessible medical gas outlets for mechanical integrity, flow, pressure and leakage. Testing will be performed by floors and not areas. The Contractor will provide service engineers each day during the inspection to ensure that the Medical Gas System is not compromised during the inspection. The Contractor will inspect the Medical Gas System, (Medical Gas Area Alarms and Zone Valves) at Martinsburg VA Medical Center. Inspection will include the following: Testing of zone shut-off valves for labels, gauge accuracy and external leaks. Actively simulate pressure changes to activate Area Alarm panels using appropriate test devices and adapters. Test area alarms for indicators and gauge accuracy included. The Contractor will provide service engineers each day during the inspection to ensure that the Medical Gas System is not compromised during the inspection. The Contractor will inspect the Medical Gas System, (Medical Gas Master Alarm Signals) at Martinsburg VA Medical Center. Inspection will include the following: Actively simulate pressure changes to activate the Master Alarm signals with the exception of the liquid O2 and N2 Bulk station, using appropriate test devices and demand check valves where access is available. (If demand check valves are not installed, additional charges will apply) The Contractor will provide service engineers each day during the inspection to ensure that the Medical Gas System is not compromised during the inspection. The Contractor will inspect the Medical Gas System, (Medical Gas Source Equipment) at Martinsburg VA Medical Center. Inspection will include the following: Perform a Source Equipment Evaluation of the equipment against the NFPA 99-2015 and ASSE 6000 Requirements for all equipment. The Contractor will provide service engineers each day during the inspection to ensure that the Medical Gas System is not compromised during the inspection. The contractor will inspect the Medical Gas System (Medical Vacuum and WAGD inlets) at Martinsburg VA Medical Center Inspection of the accessible medical gas inlets for mechanical integrity, flow, pressure and leakage.
