Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Manufacturing Extension Partnership (MEP), intends to acquire a series of prototype steel fabrication technologies and associated engineering services from GENEDGE Alliance (the MEP Center operating in Virginia) for application and insertion of the acquired technologies into shipbuilding production at Newport News Shipbuilding in Newport News, VA, on a sole source basis under the authority of FAR Subpart 13.106-1(b), Soliciting from a Single Source.� The application of the advanced manufacturing technology and associated engineering services will produce a replicable process for state-of-the-art steel production technology transition and insertion for the shipbuilding sector. Background: In accordance with the American Innovation and Competitiveness Act of 2017, Public Law 114-329 � January 6, 2017, NIST operates the MEP Program to provide assistance for the creation and support of manufacturing extension centers (MEP Centers) for the transfer of manufacturing technology and best business practices.� The MEP Program objective is to enhance competitiveness, productivity, and technological performance in United States manufacturing. The work to be performed for this procurement is to occur at the Newport News Shipbuilding facilities in Newport News, VA.� The work to be performed occur via a MEP Center.� MEP Centers operate in every U.S. state and Puerto Rico.� Each MEP Center has a regional focus in which they provide technical assistance services to U.S. manufacturers � and the service region for each Center is operationally defined by state borders.� The only MEP Center that serves manufacturers and manufacturing facilities operating in the commonwealth of Virginia is GENEDGE Alliance.� GENEDGE has intimate familiarity with the shipbuilding facilities in Newport News, VA.� GENEDGE is the only MEP Center operating in Virginia � making GENEDGE uniquely qualified to conduct the work associated with the procurement, as well as the only source that can execute the subject NIST contract. Interested parties that believe they could satisfy the requirements listed above for NIST to provide the Technology Insertion to Support Production of Shipbuilding at Newport News, VA work may clearly identify their capability to do so in writing on or before June 24, 2022 at 1:00 pm Eastern time. �This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
