Description
A market survey is being conducted to determine if there are adequate Small Businesses, Disadvantaged Small Businesses, SBA-certified 8(a) Program Participants, SBA-certified HUB Zone Businesses, Veteran-Owned Small Businesses (VOSB), Service Disabled Veteran Owned Small Businesses (SDVOSB), Women-Owned Small Businesses, AND/OR Economically Disadvantaged Woman Owned Small Businesses (EDWOSB) contractors available for a proposed project who meet the specific criteria outlined below. This is a SOURCES SOUGHT NOTICE ONLY. This is NOT a solicitation Announcement, Request for Quote, Request for Proposal, or Request for Bids. It does NOT constitute any commitment by the Government. NO award will result from this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources and to determine the capability of Small Business and/or Large Business companies to provide the supplies/services described below. Responses to this Sources Sought Notice will be used by the Government to make an appropriate acquisition decision. Department of Agriculture (ARS) requests responses from ALL socioeconomic categories in order to gain a more complete understanding of the market for these products and service. The USDA Agricultural Research Service (ARS) will NOT award a contract on the basis of responses OR pay for the preparation of any information submitted. Respondents will NOT be notified of the results of this notice. After completing an analysis of the responses, the Government will determine whether to limit competition to 8(a), HUBZone, Disadvantaged, VOSB, SDVOSB, Women-Owned, EDWOSB, or other small business firms, or to proceed with issuing an unrestricted solicitation, inviting full and open competition. The NAICS code for the expected acquisition is 333111 with a Size Standard of 1,250 employees and the PSC Code is 2420. Any subsequent procurement will be conducted as a commercial item purchased in accordance with FAR Part 12 and as a Simplified Acquisition Procedure in accordance with FAR Part 13. The Department of Agriculture (ARS) has the need for the following products: 001) Narrow Plot Tractor Scope of Work: The USDA-ARS Application Technology Research Unit (ATRU) in Wooster, OH is seeking sources for a narrow plot tractor. Background: ATRU is developing new R&D equipment with new spray application technologies to improve the accuracy of pesticide spray application and expand its use in various areas such as vineyards in addition to spray applications while reducing waste by preventing unnecessary applications in the field. Researchers will need a narrow tractor to test the new technologies in the research fields similar to specialty crop farms with narrow crop-row spaces throughout the new technology development. Our existing tractor is too wide to be used in specialty crop production. This new tractor will be a key equipment to provide necessary capability to achieve our research goals. The tractor will transport protype R&D equipment to experiment field, so researchers can simulate specialty crop production practices in research fields or farms. The tractor should be able to carry heavy agricultural R&D equipment to travel in constrained space between plant rows, and capable to provide various features e.g. power, power take-off, hydraulic system, 3-point hitches and others to transport and operate the R&D equipment. Technical Requirements: Contract awardee must provide a tractor with following characteristics/capabilities: The tractor must have at least 100 HP or more for various ground conditions and transporting heavy R&D equipment during outdoor operations. The tractor must be narrower than 60 inch. The tractor must have 4-wheel drive for various ground conditions during outdoor operations. Following are the minimum requirements for the tractor cab: Must have rear and front windows that are able to open for communications with researchers outside the tractor. Must have working light in front and back to illuminate surrounding objects when enough sunlight is unavailable. Must have a steering wheel and must be adjustable for operator height. Must have doors and steps on both sides to in-and-out of the cab safely. Must have a sun visor(s) to protect operators from direct sunlight. Must have windshield wiper with a washer tank(s) for front and back windows to have visibility during rain. Must have an equipment of receiving public emergency messages e.g. radio. Must have air conditioning and heating for summer and winter operations. Must have power socket(s). Must have storage space to keep necessary documents and other supplies for field operation. Must have digital instrument to read tractor condition accurately. The tractor must have a hydraulic system to control hydraulically driven equipment and the requirements are: The total hydraulic flow must be at least 32.3 gallon per min. Four rear selective control valves with single/double acting must have control lever(s) to control its flow. Each valve should have detent and quick push and pull couplers: Oil spillage collector cup must be equipped. The tractor tires must be: Heavy duty front radial tires with a width of 280 mm with an aspect ratio of 70% that fits 18-inch diameter rim for various ground outdoor operations. Heavy duty front radial tires with a width of 380 mm with an aspect ratio of 85% that fits 28-inch diameter 2-position rim for various ground outdoor operations. The tractor must have Power Take-Off. The tractor must have an electronic battery switch. The tractor must have front and rear LED working lights for higher light intensity and better illumination. The tractor must have 3-point hitch at the front and back of the tractor to mount a prototype equipment on either side of the tractor with a remote hitch control(s) and ball kit for draft links. The tractor must have stationary front fenders with a width of 10.4 inches at least and extended rear fender at least 6.3 inches for safety purpose. The tractor must power management system to transfer additional power to PTO, at least 10 HP. The tractor must have an attachment e.g. base weight W/O tow pin to have the weights in the front when the front hitch is not used. The tractor must have one-wheel weight (at least 330 lb (150 kg)) on each side of the rear wheel to stabilize the tractor when the front hitch is used. Key Deliverables: Narrow Plot Tractor Delivery: The tractor must be delivered to 1680 Madison Avenue, Wooster, OH 44691 within 90 days from award. Any delays or postponement in delivery are only acceptable with advanced notification and pre-authorization. The vendor shall provide all products on site for USDA-ARS Wooster, OH and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Capability Statement: Companies who have the experience, as well as an interest in doing business with ARS, plus those that can provide technically acceptable products should submit a Capabilities Statement which, for this notice, is NOT a quote, proposal, or bid, but rather short statements regarding the company's ability to demonstrate their expertise and experience in relation to the areas specified in this notice. In addition to the Capabilities Statement, companies should complete the attached Sources Sought Response Form and indicate whether they are a Large Business, Small Business, Disadvantaged Small Business, SBA-certified 8(a) Program Participant, SBA-certified HUB Zone Business, Veteran-Owned Small Business, Service Disabled Veteran Owned Small Business (SDVOSB), Women-Owned Small Business, AND/OR an Economically Disadvantaged Woman Owned Small Business (EDWOSB). To be eligible, all vendors must be registered in the System for Award Management (SAM) with a current and active registration. A Unique Entity Identifier (UEI) number is required in order to register in SAM. A vendor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. Vendor must include their UEI# on their capability statements. To be eligible, all vendors must also be registered in SAM under the specific NAICS code listed as part of this sources sought or qualify as a small business under the listed NAICS code. If a prospective vendor is NOT registered under the specified NAICS code and would qualify to be registered under it then they should update their SAM registration prior to providing a capabilities statement. Finally, to be eligible, all vendors must be NDAA 889 Certified. Contractors will represent that: It will NOT provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that it does NOT use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services.
