- The United States Property and Fiscal Office (USPFO), 9 National Guard Road, Columbia, SC, is issuing a Sources Sought/Request for Information (SS/RFI) as a means of conducting market research to identify parties having an interest in and the resources to support the South Carolina Army National Guard�s (SCARNG) requirement for catered meals consisting of breakfast, lunch and dinner or a combination of the three meal types. This requirement shall be performed at: various armory locations located within South Carolina, possible multiple locations across the state at the same time and possibly out of state requirements e.g. FT Stewart. Catered meals are typically required during a units drill weekend (Sat and Sun) or during a units Annual Training period which consist of 15 days. REQUIREMENTS TO SUBMIT OFFERS FOR CATERED MEALS The following requirements shall be required for every solicitation published by the SCARNG either orally or via SAM.gov. The below applies to the prime vendor and any subcontractors utilized. In accordance with (IAW) FAR 4.1102(a), all offerers are required to be registered in SAM,gov at time a quote is submitted or the quote cannot be accepted. All prime vendors and any subcontracted vendors shall be licensed in the State of S.C. to conduct business. A copy of the business licenses shall be required with every offer. The same applies if the requirement is for out of state support, the offeror shall be registered in that state. All prime vendors and any subcontracted vendors shall be licensed by the S.C. Department of Health and Environmental Control (DHEC) to provide food service to the public and able to comply with DHEC Regulation 61-25, Retail Food Establishments. This applies if the caterer or subcontractor operates from a fixed facility or mobile unit. Offerors shall be required to provide DHEC permit with all offers. In case the requirement is for out of state catering support then the prime and subcontractor shall be licensed by those states equivalent of a SC DHEC and proof shall be required. � All caters shall provide a menu with their offer for every meal to ensure the same meal is not being served repetitively every day. Meal nutrition requirements: Breakfast Meal Scrambled Eggs Bacon and/or Sausage Grits and/or Hashbrowns Toast or Biscuit Fruit Milk Orange Juice Coffee Lunch/Dinner 1 Meat 1 Starch 2 Vegetables Bread Or Roll Coffee Tea Desert ELIGIBILITY The applicable NAICS code for this requirement is 722320 with a Size Standard of $8.0 Million. Business of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in the capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS Interested parties are requested to submit a capabilities statement not-to-exceed ten (10) pages in length. �The deadline for responses to this sources sought is 15 July 2022, 3:00p.m. (EST). The estimated Period-of-Performance will be specified in the actual solicitation should a solicitation be issued. IAW FAR Subpart 16.202 the anticipated contract type will be Firm Fixed Price. The Government is neither committed nor obligated to pay for any information provided, and no basis for claims against the Government shall arise as a result of a response to this sources sought.
