Description
1.0 Introduction Request for Information. This is a Request for Information Only (RFI). Army Contracting Command (ACC) � Aberdeen Proving Ground (ACC-APG) in support of the Program Executive Office Intelligence, Electronic Warfare, and Sensors (PEO IEW&S), Project Manager Intelligence Systems and Analytics (IS&A), is conducting Market Research, via a Product Demonstration, to identify commercial items to satisfy current IS&A requirements pertaining to United States (U.S.) Army�s IS&A Intel Apps � Information Collection. The Government invites all business and academic organizations to respond to this RFI notice. This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The Government may elect not to proceed with a procurement after the results of this RFI. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. This RFI is not an authorization to begin work, and the Government will not pay any costs that contractors may incur in response to this RFI. All information submitted in response to this announcement is voluntary. Participation in the Product Demonstration is also voluntary. The United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Additionally, the Government will not pay any costs resulting from attendance or participation at the Product Demonstration, which is for market research purposes only. The Government won�t award any contracts as a result of the Product Demonstration, which is for market research purposes only. Failure to respond to this RFI will not preclude contractor participation in any future RFP or procurement, if any is issued. 2.0 Intel Apps Program Background Intelligence Applications (Intel Apps) is the next generation of Army Multi-domain Intelligence (MDI) that will replace select legacy DCGS-A capabilities. It is software-centric application that would serve as a Wildfly Plugin that would reside on the Command Post Computing Environment (CPCE) architecture.� More specifically, the Intel Application should be a �thin client�, browser-based capability that would be a CPCE client, and leverage a REST Interfaces to access the CPCE servers and utilize open standards (e.g., Javascipt) as well as proprietary SitaWare Headquarters Communication (SHC) and SitaWare Test Communication (STC) technologies (Note: any proprietary software will not be made available for a demonstration, and should not be expected to demonstrate against).� The primary focus of this RFI revolves around the Information Collection application. It is important to note that Intel Apps will leverage the CPCE architecture and infrastructure to rapidly and seamlessly �plug-in� intelligence applications to meet the Warfighter�s needs. Intel Apps will be synchronized with the CPCE schedule and be integrated into existing CPCE architecture & infrastructure to facilitate easy/rapid App releases, enhanced information sharing, and access between Warfighting Functions without the legacy push and pulled messaging and data interactions. Implementation of Intel Apps within this integration process also provides a solid foundation supporting emerging Artificial Intelligence and Machine Learning advanced analytics capabilities for years to follow. Generation of requirements supporting each of the Intel Apps (in this case, pertaining to the Information Collection) was initiated by ACM � Foundation in May 2019. The Intel Apps requirements trace is based upon enduring and doctrinally attuned intelligence cycle and interrelated intelligence battle staff processes and work flows in concert with Intelligence Warfighting Function (I-WfF) tasks. In addition, select requirements are aligned to current DCGS-A CD1 and emerging DCGS-A CD2 capabilities, broadening the full measure of intelligence capabilities available to the CPCE user, while enhancing the ability to provide a timely and succinct common intelligence picture at echelon. There exists some potential for mid/far-term migration to other computing environments (e.g., Mounted Computing Environment (CE), Mobile Handheld CE) as future tactical cloud construct capabilities are implemented. 3.0 Information Collection Intel App Background The Information Collection App will enable the user to plan requirements, identify collection resources, and assess collection in an automated fashion.� This App streamlines both the information requirements and recommended collection asset validation processes resulting in tools and products that support an organization�s Collection Management Plan.� This digital collection management framework enables rapid Priority Intelligence Requirement (PIR) entry with associated indicators and specific information requirements.� This App enables vectored and dynamically updated collection asset management and tasking, enhancing battlespace awareness and situational understanding of a threat�s current operational capabilities, and potential threat force application/course of action (COA). Some important facts about the Information Collection Intelligence Application: 1. The Information Collection Management Application requires a collection coverage display capability that displays the higher, lower, and adjacent unit�s information collection efforts (e.g., Collection Management Plan products) by mission phase. 2. The Information Collection Management Application requires a digital Information Collection Matrix template/shell that allows the user to display and modify an Information Collection Matrix. 3. Information Collection Management Application requires an Information Collection Overlay available as a digital map layer that allows the user to display and modify an Information Collection Overlay as a digital map layer that contains the following data elements in accordance with military standard symbology. 4. The Information Collection Management Application requires an Annex L (Information Collection) template/shell that allows the user to display and modify an Annex L (Information Collection) in narrative form. 5. The Information Collection Management Application requires a threat indicator library/model capability that enables linkage between a specific threat function or activity (Movement to Contact, Meeting Engagement, Attack/Offense, Defend (Hasty vs. Prepared Defense), Retrograde, Pursuit, Wet-gap Crossing) and the associated signature components and SIR. This capability should use known threat libraries/models.� This capability should enable the user to modify the indicator or threat library/model data. 4.0 RFI Response Requirements 4.1. All interested participants should provide your company (or academia) CAGE Code to the POC email address that was stated earlier in this RFI. The Intel Apps Team will provide you with a detailed MS Excel Spreadsheet (considered Controlled Unclassified Information, or CUI) that outlines specific Information Collection Threads sub-tasks, step descriptions, and references to Army requirements.
