- SOURCES SOUGHT NOTICE Self-Propelled Cannon Artillery Analyst The Mission Installation and Contracting Command (MICC) ? Fort Eustis is conducting market research to identify parties that are interested in, and have the resources to provide a Self-Propelled Cannon Artillery Analyst to support the Army Capability Manager (ACM) Brigade Combat Team (BCT) Fires at Fort Sill, Oklahoma. This effort requires personnel with the skill set of a senior field artilleryman and capability developer to work with materiel developers, operational units, other Army Capability Managers, Test Officers and HQ DA Staff to ensure cannon systems meet user requirements and provide needed capabilities across the force. The project will be implemented using the North American Industry Classification System (NAICS) Code 541990 � All Other Professional, Scientific, and Technical Services. The applicable classification code is R499 - Support � Professional: Other Services. This notice shall not be construed as a Request for Quote or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request, so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. This Sources Sought Notice is issued in accordance with Federal Acquisition Regulation Part 10, Market Research. It is for information, planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of United States Government. The US Government will use this market research information to assess the market's capability to successfully meet the United States Government requirements. Based on the responses to this Sources Sought Notice, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition. All Small Business Set?Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Respondents must submit capability statements that clearly define the firm�s ability to perform the work stated in this sources sought notice in conjunction with Attachment 1 - DRAFT Performance Work Statement (PWS) and the information requested below in the section titled �Demonstrated Capability�. Submission Instructions: Interested parties are requested to submit a capabilities statement of no more than 10 (ten) pages in length in Times New Roman font of not less than 10 point font. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. � � � � �B. Demonstrated Capability:� Your response shall demonstrate your capability and experience to perform the requirements in the PWS. It must also address your ability to meet each of the following requirements:� Have at a minimum 15 years� experience within the Department of Defense. This experience must include as a minimum: ten (10) years� experience in Field Artillery units/organizations with a minimum of three (3) years� experience in Self-propelled Field Cannon Artillery units/organizations. � � � � 2. Additionally have a minimum of two (2) years� experience and/or training in capability developments and/or acquisition� process. � � � � 3. Preferably a U.S. Army Command and General Staff College or USMC Command and Staff College graduate; � � � � 4. Have a bachelor�s degree in arts or science; � � � � 5. Possess a SECRET security clearance � � � � 6. Please note that under a small?business set?aside, in accordance with FAR 52.219?14, a small business prime contractor� must perform at least 50% of the work themselves in terms of the cost of performance. If you are a small business prime contractor, provide an explanation of your company�s ability to perform at least 50% of the tasking described in this PWS for the base period as well as the option periods.
