- Description
- The Library of Congress requires contract support to maintain its Sondor Film Sound Reproducer. The Library�s Packard Campus Film Preservation Laboratory (NAVCC), located in Culpeper, VA, uses the Sondor, manufactured by Sondor of Switzerland (now a division of DFT of Darmstadt, Germany), to reproduce sound recordings for motion pictures. These sound recordings can be either magnetic film or optical sound recording film and can be either 16mm or 35mm. The Reproducer requires a factory trained engineer from Sondor to maintain, upgrade and repair this equipment. The Library of Congress, Contracts and Grants Directorate, intends to award a sole-source, firm fixed price contract to Digital Film Technology, LLC located in Burbank, California, to fulfill this requirement. The estimated Period of Performance is from 7/1/2022 - 6/30/2025.� Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet all the requirements described in the attached Draft Statement of Work. The capability statement must not exceed five (5) double-spaced pages and shall include the following information: 1) Company name, DUNS number, address, point of contact, phone number, and e-mail address 2) Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) 3) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement; and, 4) Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.) � Capability statements or comments relating to this Notice of Intent should be directed to Brian Curl, Contract Specialist at bcurl@loc.gov and James Robinson, Contracting Officer at jarobinson@loc.gov . If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it. In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole source award to Digital Film Technology, LLC is posted with this notice. - - - This is a public notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 � Synopsis of Proposed Contract Actions. It is valued at an amount below the simplified acquisition threshold (defined as $250,000 and below), but above $25,000 (the public notice threshold).� This announcement constitutes the only public notice, proposals are not being requested from other parties and a written solicitation will not be issued. This public notice accomplishes the following: Notice of the Library�s intent to sole source this requirement to the business listed herein; Synopsizing the requirements in accordance with the FAR; and Publically posting the approved Justification and Approval (J&A) to the public in advance of the contract award rather than after award. As a result of this, a second posting of the J&A is not required after the award has been made. As a result of this public posting, this shall be the only notice issued. A separate award notice and a separate J&A posting shall not be issued, as all public information is being released via this public notice.
