Description
Project 538-20-204 Repave Dobson Circle, Taft, Roland, and Hines Roads Request for Information (Q.) & VA Response (A.) Q. Please provide the specification for the material that will be needed for the asphalt. A. Plan set sheet GI003 refers mix design to ODOT 2019 Construction and Material Specifications Q. In the plan notes it states that the full depth repairs are to be completed before the mill and overlay. Is the intent to place surface asphalt in the full depth areas and then do a mill and fill of 1.5 over the entire areas, or do they want the 3 of type 2 placed, then mill the overlay areas and pave surface on everything in that phase? A. The spot repairs (full depth and partial depth) are to be completed prior to the entire drive area is milled. This will insure a uniform surface for repaving. Q. Is this a tax-exempt project? If tax-exempt, will the government be providing a tax-exempt certificate to the Prime Contractor for use by subcontractors and vendors? A. This project is tax exempt. Yes, Contracting will provide upon request a tax-exempt form for the Prime contractor s use. Q. Can the Superintendent be shared across multiple projects, or should they be dedicated full-time to this project and this project only? A. FAR Clause 52.236-6 Superintendence by the Contractor states that at all times during performance of the contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor. For each project, the Superintendent must be always on site while work is being performed, may not be shared across multiple projects while work is being performed, and may not supervise multiple projects at the same time. This requirement ensures adequate supervision and safety for the workers on site. Q. Can the Superintendent fulfil multiple roles? If so, can they also fulfil the Quality Control role? What about the SSHO role? A. Yes, with appropriate qualifications and approval, though multiple SSHOs may be required based on project phasing. See section 01 35 26. Q. Will the VA provide a spot for the Prime Contractor to set up a temp office? (We ask this because we know the VA has very little spare real estate). A. Trailer lots are available with electrical hookup. Trailers must not exceed 55 feet in length and 12 feet in width (access stairs not included in maximum width). See exhibits below.
