Description
This is a Sources Sought Notice.� This is neither a solicitation announcement nor a Request for Proposals (RFP) or Invitation for Bids (IFB) and does not obligate the Government to any contract award.� The Government is conducting market research to determine the level of interest and capability of potential qualified Small Businesses capable of performing as a prime contractor for the requirement outlined below.� The Government will use responses from this Sources Sought to make an appropriate acquisition decision about soliciting this requirement. BACKGROUND NIST operates a Central Utility Plant (CUP) to deliver several site-wide utility services to the campus buildings. Loss of the capability to provide these services to the NIST Campus jeopardizes the national mission NIST is tasked with. Generally, most boiler repairs, piping, and associated repairs within the NIST CUP involve American Society of Mechanical Engineers (ASME) certified welding, and a R-Stamp from the National Board of Boiler and Pressure Vessel Inspectors (NBBI). The �R� stamp is also required for boiler shell and internal repair. NIST is seeking a boiler repair and welding contractor to perform �R� code boiler repair and mobile welding operations on a 24/7/365 basis for urgent CUP repairs and limited other repairs in site steam manholes and other spaces on a as needed basis. REQUIREMENT The Contractor shall provide all labor, materials, equipment, transportation, and supervision necessary to perform �R �certified boiler repair and other mobile welding operations on a 24/7/365 basis for urgent Central Utility Plant (CUP) repairs and limited other repairs in site steam manholes and other spaces on a as needed basis. The contractor will conduct work under boiler repair standards of ASME and National Board of Boiler and Pressure Vessel Inspectors. Types of work include repairs to steam and power generating boilers and associated piping per applicable code requirements. Boiler repairs include, but are not limited to, welding repairs on water wall tubes, economizer tubes, generating tubes, pier tubes, front header, sidewall headers, rear header, mud drums, steam drums, power piping, blow down drains, valves, safeties, hand holes, manholes, baffles, and gas passes. Boiler repair shall also include the boiler envelope and associated support systems that include the boiler, boiler tubes, boiler steam piping, feed water systems, piping, and American Society of Mechanical Engineers (ASME) certified welding. This will include the rolling of tubes into the headers and the replacement of tubes. Contractor will have a 24 x 7 x 365 on-call system and have direct or authorized facilities located within the NIST Gaithersburg local commuting area. Certain activities may have to be performed outside of normal business hours.� In this event, overtime rates may be applicable. NIST is particularly interested in identifying organizations with all of the following: (1)�������� Emergency call-back boiler maintenance contracts. (2)�������� Companies within the local commuting area of NIST, Gaithersburg, MD. (3)�������� Current, certified �R� Stamp and ASME welding certifications. (4)�������� Mobile response equipment. VENDOR RESPONSES All firms who identify as Small Business under NAICS code 238220 who are interested and capable of performing the requirements outlined above are encouraged to respond to this notice.� Responses to this Sources Sought notice shall be submitted via email, in PDF format to Trent Stevens at trent.stevens@nist.gov. �Responses should be limited to 20 pages and should include the following: Firm Information: Company name Address Unique Entity ID # Current bonding capacity Business Size under NAICS code 238210 Socioeconomic status (SB SDB, WOSB, HUBZone, VOSB or SDVOSB) Name, phone number and email of Company point of contact A copy of the Firm�s active SAM profile. Provide current or prior emergency boiler and piping, and associated repairs repairs contracts requiring both American Society of Mechanical Engineers (ASME) certified welding, and a R-Stamp from the National Board of Boiler and Pressure Vessel Inspectors (NBBI). List the date the National Board of Boiler and Pressure Vessel Inspectors (NBBI) R certification. List number of ASME certified welders on staff. Provide locations and durations of emergency boiler and piping contracts held. Identify the installed electrical cost for bullet items Note the Government will not return any information submitted in response to this notice. The Government is not responsible for any costs incurred by respondents regarding any responses to this notice. Telephone inquiries will not be entertained.
