SOURCES SOUGHT NOTICE FOR 7th Transportation Brigade (Expeditionary), Annual Lifting Gear Load Testing, Inspections, and Certifications INTRODUCTION: This Sources Sought Notice (SSN) is for planning and information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. This notice does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ) or Request for Proposal (RFP), nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Only HUBZone vendors are invited to submit a capabilities statement that demonstrates their technical skills and ability to provide the services consistent with this notice. All other(s) will NOT be considered. PURPOSE: The Mission and Installation Contracting Command (MICC) - Fort Eustis, VA is conducting market research to identify the availability of qualified HUBZone firms that are technically capable of providing annual Cargo Gear (CG) load testing, inspections, certifications and incidental repairs for maritime lifting gear within 7th Transportation Brigade (Expeditionary). All vessel lifting gear, winches and cranes within the 7th Transportation Brigade (Expeditionary) need to be tested annually in accordance with Army Regulation (AR) 56-9 effective date 2 October 2020, Surface Transportation, Watercraft, Code of Federal Regulations (CFR�s), and Occupational Safety and Health Administration (OSHA) requirements. These inspections and certifications are needed to ensure the safety of Soldiers who operate the associated gear. All work shall be performed pier-side at Fort Eustis, Virginia. The contractor shall be located within 100 mile radius of Fort Eustis and be able to provide annual load testing, inspections and certifications of lifting gear for vessels assigned to the 10th and 11th Transportation Battalions, 7th Transportation Brigade (Expeditionary), Fort Eustis, Virginia. ELIGIBILITY For the purpose of this acquisition, the NAICS code is 336611 � Ship Building and Repairing and the small business size standard is 1,250 employees. Vendors are invited to submit a capabilities statement that demonstrates their technical skills and ability to provide the services consistent with this notice. SUBMISSION INSTRUCTIONS: Please include the subject of the acquisition, this announcement, and the MICC POC information from the Sources Sought Synopsis. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. The response shall not exceed ten (10) pages. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. B. Demonstrated Capability:� Your response shall demonstrate your capability and experience to perform the requirements in the PWS.� All data received in response to this Sources Sought that is marked or designated as corporate or proprietary, will be fully protected from any release outside the Government.
