Description
The Department of Homeland Security (DHS), Customs and Border Protection (CBP) is issuing this source sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Law Enforcement Investigative Services (LEIS). We will require the use of a commercial aggregator that provides real-time access to public data to research individuals and businesses of interest and determine their admissibility to the U.S. and propensity to violate U.S. laws and regulations. CBP Offices need access to a database that enhances its abilities to combat and degrade the threats posed by transnational criminal organizations.� The online database must provide mobile access, the ability to be integrated into internal platforms and the functionality to create detailed analytical charts and graphs for tracking and for briefing USBP senior leadership.� CBP Offices� requirement includes access to an XML integration system that is compatible with CBP Law Enforcement systems to minimize searches across all systems for the maximum results in real-time. For CBP law enforcement and legal offices to accomplish their missions, the LEIS must provide the following services and products, with unlimited user access through one web-based platform. Resource Requirements Real time access, 24/7, 365 days Comprehensive data (collection of data, content sources, multiple reporting capabilities, advanced search and filtering tools) Immediate analysis Ability to pull complete records using limited known information about subject Ability to sort and refine/filter displayed search results Ability to view linked associated entities/people from search results Search open-source records to associate search subject with news articles and other information Access to national, state, and local law enforcement public records data Search capability for current and large volume online batching: phone, people, real-time arrests and incarcerations, real estate records that include temporal and apartment information for residential addresses, utility bills, with detailed information, businesses, work affiliations, and motor vehicle registration (MVR), watercrafts, aircrafts Ability to combine results with files in other formats to generate combined reports Aggregated searching capabilities such as pulling images from other resources and integrating them through API with LEIS Ability to incorporate diverse images from different law enforcement sources to perform facial recognition Retrieval of photographs (from driver�s license) for all people searches. Identification of individuals associated with Transnational Crime Organizations (TCO) utilizing social media to hire individuals to stop them at the ports of entry (POE) Jail booking search with photographs and ability to upload images for comparison Cell phone geolocation analysis System integration using secure XML services Ability to continue supporting high volume of XML calls, as with current capabilities Mobile application supporting current Operating Systems (OS) (Blackberry, Android, iOS) Encrypted logging Last log in record Linked technology, add-on capabilities Ability to connect with other devices and share information Detailed monthly usage reports (further detail in Section 5.a) On-demand new user training provided on-site or online On-demand online or on-site training to provide specific investigative research solutions and role-based depending on groups functions 24/7 help desk call center Content Types Person (current) Vehicles (cars, trucks, motorcycles, watercrafts, and aircrafts) Registrations (cars, trucks, motorcycles, watercrafts, and aircrafts) Addresses Businesses Financial Motor vehicle registration in all fifty states (current) Driver�s licenses Court records (criminal, civil, bankruptcy and sex offenses) Property records Current phone numbers (cell and landline) Caller ID names Reverse phone look-ups Cell phone records Email addresses and reverse email look-ups Voice over Internet (VoIP) Carrier information Consumer bureau Credit bureau Vital records SSN identification (unmasked) Professional licenses Dun and Bradstreet reports Virtual identity Incarcerations (current) Photo Images (current) Sex-offender photographs News (newspaper sources) Content Coverage Provide data linking connections among individuals, incidents, activities, and locations. Ability to display, detect, and analyze patterns and trends in incidents and individuals. Provide reporting tools with ability to print or e-mail customized sections or complete reports. Ability to display data connections with link charts and Google maps. Provide web analysis (email address, IP address locator, social media monitoring, web presence, and news articles) View and integration of cross jurisdictional data with agency data and generate comprehensive investigative reports, linking all data types Cell phone and mobile devices geolocation including detail call record history analysis Information on phone numbers in Canada and Mexico Technical Requirements: Service Capabilities and Functionalities Provide instant data retrieval Provide automatic search save results function Provide a system integration function (searching connections between CBP�s internal and the vendor�s external systems, which export public records to form one user interface) Ability to store searches to share with teammates Provide an analytical tool to link association chart creation Provide multiple batch queries at one command Provide research and storage for large projects Provide access from mobile devices and ability to generate reports from them Provide direct access from internal systems to public and proprietary data within the vendor�s system. Perform organization-specific data analysis, such as scoring and ranking. Provide integrated geospatial recognition. Export data through Excel, PDF and other reporting tools. System Security Features Provide ID or password credentials authentication Encryption logging to track in-depth user searching for program review and analysis and investigative activities Ability to integrate data into current systems targeting platforms National Information Exchange Model compliant data retrieval Must have disclosure agreement in place to secure agency�s sensitive data prior to award Special Features/Enhancements Provide full mobile application access on smartphones with Internet browsing access. No app download requirement Unlimited number of search results. No restriction on data returns on laptop or desktop computer Must be able to support smartphones with HTML5 technology and also those without this service Ability to order reports from a mobile device and have the reports automatically saved for later reference when logged in from a laptop or desktop computer Ability to access data obtained from a search on a mobile device on a laptop or desktop computer without storing said data on the mobile device Availability to monitor Social Media activities The result of this market research will contribute to determining the method of procurement.
