Description

The U.S. Army Corps of Engineers, Mobile District (SAM) intends to sole source in accordance with FAR 6.302. This announcement is consistent with the terms identified in 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1(c), only one responsible source and no other supplies or services will satisfy agency requirements. Interested firms may identify their capability to respond to the requirement. This notice is NOT a request for competitive proposals or SF330s; however, all information received within fifteen days after publication of this synopsis will be considered by the Government if applicable. A determination by the Government not to sole source this requirement based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify potential alternate sources for design services related to changes required to an existing design completed by Linfield, Hunter & Junius, Inc., for the Design-Bid-Build NASA Michoud Assembly Facility Roof and HVAC Replacement. This requirement is for the pre-award engineering services to modify the existing design and accept responsibility as the DOR to remove scope, eliminate sole sourcing manufacturing references, update borders and solicitation information and repackage per the USACE�s acquisition strategy and Title II services during construction to provide support to US Army Corps of Engineers by the DOR to make changes to the design for discretionary change orders, answer RFIs from the construction contractor, and review shop drawing submittals. Any other source making changes to the original design, will accept full responsibility of the original design including all AE liability and relieve the original DOR of all liability. This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Sources Sought request is to obtain sources for the design services to meet the above requirements. If no other sources exist that can meet these requirements, then it is the Government�s intent to sole source the design to Linfield, Hunter & Junius, Inc for changes to the completed existing NASA Michoud Assembly Facility Roof and HVAC Replacement design and solicitation. Firms capable of assuming the DOR responsibilities and being considered shall provide name, company data, and written statement of compliance and willingness to assume all risk and responsibility as the Designer of Record (DOR) for the design and perform all Title II services. The written statement of compliance shall include necessary backup information and supporting documentation. A list of projects with a detail description of the design in which the design firm had taken over roof replacement designs completed by other firms and assumed DOR responsibility, shall be provided. The list shall include the exact location of project(s) and a point of contact with phone numbers. The Government will not pay for any material provided in response to this notice nor return the data provided. Responses should be emailed to the contacts identified in SAM.gov no later than 5:00 PM CST, 24 June 2022. No other forms of transmission are requested or will be accepted.
