- Page 3 of 3 Page 1 of 1 NOTICE OF INTENT TO SOLE SOURCE This is a Notice of Intent to Sole Source published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of an open market sole source award for RADIATION SAFETY SERVICES to support the Department of Veterans Affairs, Nebraska Western Iowa Health Care System for the Omaha NE, Grand Island, and Lincoln NE VA Hospitals. The proposed award is to the UNIVERSITY OF NEBRASKA, 987835 Nebraska Medical Center, Omaha NE 68198, under the authority of FAR 13.5; Simplified Procedures for Certain Commercial Products and Commercial Services. Only one source is capable of providing the required services. The University of Nebraska will provide Radiation Safety Services to include; assist with the implementation and management of the Radiation Safety Program, investigate exposures, accidents, spills, losses, thefts, disposals, medical events, and deviations from established procedures, ensure the facility meets all National Health Physics Program (NHPP) rules and regulations as it applies to radiation safety, radiation generating equipment, and magnetic resonance imaging, receiving and processing byproduct material, performing radiation surveys, calibrating survey instruments, disposing of byproduct material, maintain records, reports, procedures, and other documents, provide employee training, establish and maintain ALARA (as low as is reasonable achievable) program, participate in facility Radiation Safety Committee, respond to emergencies within 30 minutes, three hours for non-emergencies, be available after regular hours, regulation of ionizing producing equipment, review and monitor licensing requirements, and provide corrective actions and consultations. A full list of responsibilities is listed in the Statement of Work. Contract employees shall be a licensed Radiation Safety Officer under 10 CFR 35.50, be recognized and approved by the United States Nuclear Regulatory Commission, knowledgeable of VA s National Health Physics Program and Joint Commission for Accreditation for Hospital guidelines and standards and eligible for approval by NHPP for the RSO permit. The Contractor shall be in compliance with US NRC, to include obtaining and maintaining all required licenses and permits required by Federal, state, local and industry laws. Contractor is required to coordinate and support Omaha VAMC Director in maintaining a current RSO Permit, as approved by NHPP, for the Omaha VA Medical Center. The North American Industry Classification System (NAICS) code for this service is 541380, Testing Laboratories. The Product Service Code (PSC) is H999, Other Quality Control, Testing, and Inspection Miscellaneous. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement by submitting a capability statement that clearly identifies the ability to provide Radiation Safety Officer (RSO).
